PAG Civil Engineer; Maternal and Child Health Integrated Care Project

Maternal and Child Health Integrated Care Project (G0627/G0957-TAJ)  

The Republic of Tajikistan received a grant from the Asian Development Bank (ADB) for the implementation of the Maternal and Child Health Integrated Care Project in Tajikistan.

A project administration group (PAG) was established to implement the project. The role of the PAG is in the day-to-day implementation of project activities, including operational and budget planning, recruitment of local and international consultants, procurement of works (construction and rehabilitation of health facilities) and goods (medical and non-medical equipment), monitoring and evaluation of project progress, analysis of issues to determine the necessary actions and reporting to the Project Director and the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan (MoHSPP).

To achieve these goals the MoHSPP of the Republic of Tajikistan invites eligible citizens to apply for the following vacant position:

1. PAG Civil Engineer 

Detailed responsibilities:

The Civil Engineer will work closely with the Project Director/Minister, MOHSPP RT, the PAG Manager, and other PAG staff and consultants to accomplish the following tasks:

• Regular visits to construction sites;
• Regular checking of the quality of construction works according to the specifications;
• Preparation of all required documentation and correspondence for the acceptance of works of contractors in accordance with the approved project;
• Resolution of disputes with the contractor;
• Prepare contract variations for works contracts;
• Verify that all Civil Works contract relevant documents are available and valid (bank guaranties, social security, insurances, drawings, implementation schedule, etc.);
• Verify the final invoice for Civil Works contract and all the supporting documents (As build drawings, manuals, etc.);
• Verify all contractors,  claims;
• Review completed works of contractors and coordinate approval process with leadership of the Executive Agency;
• Checking the quality of the supplied materials in accordance with the specifications of the materials;
• Review and update contractors' work schedule.
• Implementation of other tasks as requested by PAG Manager 

Qualification requirements:

• Master's degree in civil engineering or equivalent;
• Experience in the management and supervision of construction works;
• At least 5 years of experience as:
• Civil Supervision Engineer;
• Supervision of at least 3 construction projects;
• Evaluation of the work of contractors in terms of quality;
• Measurements and acceptance of the work performed by contractors;
• Experience in working with the leadership of ministries and local authorities is an advantage;
• Excellent command of Tajik and Russian languages and knowledge of English is an advantage

Terms of Engagement: Initial contract of 12 person-months, with the possibility of extension based on performance and project needs, including a 3-month probation period.

The selection process will be conducted in accordance with the legislation of the Republic of Tajikistan and the procedures outlined by the Asian Development Bank for individual specialists.
