Maternal and Child Health Integrated Care Project (G0627/G0957-TAJ)
The Republic of Tajikistan received a grant from the Asian Development Bank (ADB) for the implementation of the Maternal and Child Health Integrated Care Project in Tajikistan.
A project administration group (PAG) was established to implement the project. The role of the PAG is in the day-to-day implementation of project activities, including operational and budget planning, recruitment of local and international consultants, procurement of works (construction and rehabilitation of health facilities) and goods (medical and non-medical equipment), monitoring and evaluation of project progress, analysis of issues to determine the necessary actions and reporting to the Project Director and the Ministry of Health and Social Protection of the Population of the Republic of Tajikistan (MoHSPP RT).
To achieve these goals the MoHSPP of the Republic of Tajikistan invites eligible citizens to apply for the following vacant position:

Case-based Financing (CBF) Officer
Detailed responsibilities:
- The Case-based Financing Officer will work closely with the Project Director/Minister, MOHSPP RT, the PAG Manager, the PAG Health Financing Specialist, Health Financing (HF) Specialist of Health System Strengthening (HSS) Support Firm and other PAG staff and to accomplish the following tasks:
- Support the implementation of the CBF pilot, coordinate with the Health Financing Specialist of HSS Support Firm;
- Work with the HF Specialist to ensure quality assurance of the CBF software, conduct user acceptance tests.
- Regular data collection and support to regular training in the pilot districts.
- Support MOH Finance and Budget Planning Department in analysis of CBF pilot process;
- Prepare an awareness raising plan to collect information required for CBF implementation;
- Assist the CBF pilot implementation evaluation;
- Assist in preparation of reports, data collection, analysis and budget implications.
Qualification requirements:
- Bachelors in Economics, Finance, or other related fields;
- At least 5 years of practical experience preferably in international organization;
- Experience in projects funded by ADB and/or World Bank would be an advantage;
- Proficiency in the Tajik and Russian language is essential, proficiency in the English language would be an asset;
- Good computer skills;
- Ability to manage and work with the team.
Terms of Engagement: Initial contract of 12 person-months, with the possibility of extension based on performance and project needs, including a 3-month probation period.

The selection process will be conducted in accordance with the legislation of the Republic of Tajikistan and the procedures outlined by the Asian Development Bank for individual specialists.
