Assignment Title: To support the Ministry of Agriculture in the implementation of the “Multisectoral action plan for nutrition in the Republic of Tajikistan for 2021-2025”

The Republic of Tajikistan has received financing from the World Bank toward the cost of the “Strengthening Resilience of the Agriculture Sector Project” additional financing and intends to apply part of the proceeds for consulting services.  

The State Institute “Agriculture Entrepreneurship Development” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Qualification requirements are: 

1. The consultant should be a legally registered organization in the Republic of Tajikistan with at least 10 years of proven experience in providing training and monitoring in agriculture, agribusiness, and health.
   1. Experience in engaging and collaborating with key stakeholders to identify training needs and develop training plans. Previous involvement in donor-funded projects, including those from the World Bank, ADB, and EBRD will be an advantage. 
   2. The company should have at least 10 years of experience in conducting surveys, developing methodologies and questionnaires, and providing training and fieldwork. This experience should be documented with founding documents and letters of recommendation or positive feedback from organizations, presented as certified copies.

The credibility of mentioned experience shall be presented in a list of the required similar project/contracts as required above, including description of services provided (including information on contract value, contracting entity/client, project location/country, duration, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting and main activities) and accompanied by certificates/confirmation of orderly fulfilment of the contracts verified by other party from such contracts. 

The selection of consultants will be conducted using the Consultant Qualification Selection (CQS) method, in accordance with the World Bank’s procedures and the Procurement Rules for IPF Borrowers, titled "Procurement under Investment Project Financing: Goods, Works, Non-Consulting and Consulting Services" (July 2016, revised September 2023).
