Consulting services for to conduct ESMP monitoring, training and assessment of the social and environmental sustainability of the Project.

The Republic of Tajikistan has applied for financing from the International Development Association and the European Union towards the cost of the conduct ESMP monitoring, training and assessment of the social and environmental sustainability of the Project and intends to apply part of the proceeds for consulting services.
The Projects Management Unit for Tajikistan Strengthening Water and Irrigation Management Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The main purpose of the services of a environmental and social company (hereinafter referred to as the Consultant) is to organize an effective management system of environmental and social monitoring that allows monitoring of the state of the environment in the implementation area of the SWIM Project.

The shortlisting criteria are:
- A local consulting company/firm with at least five years of experience in the field of assignment will be hired to provide services;
- Experience in performing similar tasks in projects financed by international donor organizations;
- Key personnel should consist of practitioners with at least 10 years of experience in performing the given task, and an understanding of the social and environmental standards of the World Bank, including the norms and requirements of national environmental legislation.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may form an association (Please take into account that form of association acceptable for the World Bank is either sub-consultancy or Joint-Venture and submission must clearly indicate the nature of the association) to enhance their qualifications. The experience of sub-consultants will not be taken into account while evaluating the corporate experience of the company.
A Consultant will be selected in accordance with the Consultants Qualification Selection Method.
