Fourth Phase of the Central Asia Regional Links Program (CARs-4) (Р166820)

The Government of the Republic of Tajikistan has received financing from the World Bank toward the costs of the Fourth Phase of the Central Asia Regional Links Program (CARs-4).

Ministry of Transport of the Republic of Tajikistan intends to hire a procurement specialist to assist the Project Implementation Group under the Ministry of Transport in the implementation of the CARs-4 Project:

1. Procurement Specialist

Ministry of Transport of the Republic of Tajikistan hereby invites highly qualified specialists to take part in the bid.   

Qualification requirements for candidates:

1. A University degree in the field of engineering, management, finance, legal, or economics or other related courses.
2. Experience of at least 4 years as a procurement processional in procuring goods, services and works in a public or private sector institution at least 2 years working under the World Bank or Multilateral Development Bank financed projects with a demonstrated strong track record;
3. Previous experience in processing contracts (subject to national or international competition under World Bank procedures) in civil works, supply of goods and consultancy services.
4. Knowledge of public procurement procedures of Tajikistan.
5. Fluent in Tajik, Russian, and English languages. 
6. Appropriate computer skills: MS Windows, MS Excel, MS Word, and the ability to quickly learn new systems.
7. Good oral and written communication skills.
8. Proven integrity in handling public resources and in executing duties.

Candidates have to submit the following documents:

- personal statement addressed to the head of the PIG;

- personal registration card with 2 4x6 photographs (accurate and clear indication of personal data and work activity);

- biography (CV) (written and printed); - copies of educational documents;

- copy of the work book (unless the person has no work experience);

- health certificate (form No. 038);

- copy of the taxpayer identification number (TIN);

- police clearance certificate; - copy of passport; - copy of military ID (for those who served in the army).
