The Government of the Republic of Tajikistan has received financing from the World Bank toward the cost of the Tajikistan Digital Foundations Project and intends to apply part of the proceeds for consulting services.
The objective of the Project is to improve the delivery of digitally-enabled public services and to enhance the digital skills of the population. The Project development objective is to expand access to and usage of selected digital public services and enhance digital skills of the population. The project consists of two main components designed to leverage digital technologies for both social objectives (i.e., inclusive access to public services) and economic objectives (job creation and economic growth), as follows:
Component 1. Strengthening Foundations for Safe Digital Government Systems and Services;
Component 2. Enhancing Digital Skills.
To support the implementation of the planned activities the PIC EOP intends to hire a Chief Procurement Specialist.

Qualification requirements for candidates are as follow:
- A University degree in the field of engineering, management, finance, legal, management or economics or other related courses. Minimum 5 years as a procurement processional in procuring goods, services and works in a public or private sector institution including, at least 3 years working under the World Bank or other Multilateral Development Bank-funded projects with a demonstrated track record of good performance;
- Experience in handling high-value contracts subject to international and/or national competition, including civil works, goods and consultancy services, in accordance with the World Bank Procurement Regulations (July 2016, as updated).
- Knowledge of public procurement procedures in Tajikistan is an added advantage;
- Completion of training in procurement procedures, including World Bank procedures, on goods, works and selection of consultants. Proficiency in Tajik, Russian, and English;
- Two reference letters from previous employers;
- Strong client orientation and solid computer skills (MS Office).
State Institution "Projects Implementation Center Fundamentals of Digitalization in Tajikistan" of the Executive Office of the President of the Republic of Tajikistan now invites eligible consultants (Individual consultant) to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (July 2016, revised in September 2023) - Procurement of Goods, Works, Non-Consulting and Consulting Services (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
An individual Consultant shall be selected following Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of Procurement Regulations.
