The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international enterprise for cooperation and sustainable development, owned by the German Federal Government and active in more than 120 countries worldwide. On behalf of the German Federal Ministry for Economic Cooperation and Development, GIZ has been working in Tajikistan since 1995.
On behalf of the German Federal Foreign Office (AA), GIZ implements the regional project “Preventing Violent Extremism in Central Asia” in Uzbekistan, Kazakhstan, Kyrgyzstan and Tajikistan until 05/2027. The main objective of the project is to support state and civil society actors in the partner states in taking appropriate measures to preventing violent extremism, particularly promoting the resilience of vulnerable population groups.
The Tajikistan project component has started in March 2022 and aims to strengthen preventive approaches by supporting the implementation of the national Strategy on Countering Extremism and Terrorism in the Republic of Tajikistan through fostering regional dialogue, improving capacities and knowledge of state employees and civil society actors and strengthening the resilience of youth towards radicalization. The project is cooperating with the General Prosecutor's Office of the Republic of Tajikistan as its main partner, as well as with other relevant government institutions, civil society organizations, and individual national experts on PVE.
The programme is inviting applicants for the vacant position of an advisor.
The contract duration is 1 year with possibility of extension. The position is based in Dushanbe with frequent travels within the country.
General responsibilities
The Advisor supports the project manager with the planning and implementation of activities in Tajikistan as part of the programme ‘Preventing violent extremism in Central Asia’. Responsibilities include
- Planning, organizing, coordinating and follow up (evaluation and reporting) of implementing activities in selected lines of action;
- Building and maintaining viable working relationships with stakeholders and partner organizations;
- Cross-cutting tasks regarding budget calculations, preparations of contracts, internal control, knowledge management and other administrative tasks
- Pursuing other tasks on demand;
- Performing tasks in strict compliance with GIZ’s Processes and Rules (PuR).
Main tasks
Planning, organizing, coordinating and following up of implementing activities
The Advisor
- Supports in planning and steering the overall implementation of the project in Tajikistan ensuring the coherence between the various project components, activities and partners;
- Plans, steers, organizes and follows up on specific lines of action under his/her responsibility, these activities will take place in remote communities at local level and require regular travels;
- Coordinates with the project manager and the senior advisor for the strands of activity under his/her responsibility;
- Monitors and reports the achievement of results in accordance with the project’s operational plan for the strands of activity under his/her responsibility;
- Acts as moderator in events;
- Coordinates and monitors performance of short-term consultants and supports the activities of the commissioned local and international short-term experts;
- Supports other strands of implementing activities on demand;
- Advises the project manager on demand in terms of feasibility and cultural appropriateness;
- Fills in for the senior advisor.
- Maintains viable working relationships with relevant partnering civil society organizations;
- Is responsible for regular updates of the data base for experts and civil society organizations;
- Assists partners, local and international experts working for the project on demand;
- Assists with drafting news feeds, fact sheets and other activity related communication products of the project;
- Supports the project manager in other networking activities on demand.

The Advisor
- Contributes to the smooth proceedings of all cross-cutting tasks of the project according to GIZ rules and standards;
- Supports in preparations of contracts and internal controls;
- Supports in budget calculations for activities and calculations of cash withdrawals;
- Supports the onboarding and guidance of interns;
- Contributes to regular knowledge management in MS Teams and DMS;
- Actively supports regular updates of the Operational Plan of the project;
- Reports on progress of the strands of activity under his/her responsibility to the project manager;
- Prepares draft papers and analyses on demand of the project manager.
Required qualifications, competences and experience
Formal qualifications
- University degree / MSc in political sciences, conflict studies, law, international relations, business administration, or similar field, or proven adequate professional experience.
Required Skills and competencies
- Excellent communication skills, in particular active listening skills;
- Excellent team player and liaison skills;
- Strong willingness to learn and to take initiative and work independently;
- Willingness to take responsibility and strong “can do” attitude;
- High professionalism in all matters, including admin and finance tasks;
- High sensitivity when dealing with politically difficult issues and partners and ability to bring messages through in a diplomatic fashion;
- Proven knowledge, understanding or practical experience in international relations, ideally on security-related topics, or proven knowledge and practical experience of educational work with youth
- Experience in communication and cooperation with ministries, other government agencies and regional administrations in Tajikistan;
- Strong willingness to support and build capacities of civil society partners;
- High sensitivity in dealing with disadvantaged target groups;
- Good working knowledge of IT tools (related software, phone, email etc.) and computer applications (e.g. MS Office, Excel, PowerPoint etc.);
- Strong writing and reporting skills;
- Fluency and precision in written and/or spoken English, Russian and Tajik.
