The Republic of Tajikistan has received for financing from the Islamic Development Bank (IsDB) toward the cost of the Development of Irrigation in Panj District Project, and intends to apply part of the proceeds for consultant services.
The services include Audit of Project’s Financial Statement and Preparation of its Report. The assignment is expected to commence on / or about July 2025 and to be completed during August 2029 for audits of 2025-2029.

The Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan (Executing Agency) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The shortlisting criteria are:

At least 3 years of general experience in auditing
Experience in carrying out at least 2 contracts with similar scope of services under the projects financed by Multilateral Development Banks or any international organizations

Key Experts will not be evaluated at the shortlisting stage

The attention of interested Consultants is drawn to paragraphs 1.12.1 and 1.12.2 of Part 1, Chapter 1 of the Guidelines for the Procurement of Consultancy Services under IsDB Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected from a national shortlist using the Least Cost Selection method set out in the Procurement Guidelines (April 2019 edition, revised February 2023).
