The Republic of Tajikistan has received financing from the International Development Association of the World Bank Group (WBG) for the implementation of the Financial and Private Sector Development Project (FPSDP). The project's development objective is to strengthen deposit insurance, promote bank lending to small-medium enterprises (SMEs), and boost SME integration in value chains.
The consulting services (“the Services”) include:
- Preparation of the Supplier and Export Development Program (SEDP)
- Implementation of the SEDP
- Grant Administration;
Support the participant SMEs in preparing the grant proposal in line with their business plans to improve their competitiveness.
- Technical Assistance to National Certification/Accreditation Agencies.

The State Institution “Project Implementation Unit for Access to Green and Rural Development Finance” under the Ministry of Finance of the Republic of Tajikistan (PIU MoF) in the framework of “Financial and Private Sector Development in Tajikistan Project" now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- Proven experience of two contracts in carrying out firm-level business reviews and similar consultancy in supplier linkage programs, other supplier development programs, or in business development support programs more generally,
- Experience of two contracts working on the ground with manufacturing and agricultural industries in emerging or developing countries. Experience of working with local NGOs and international NGOs in Tajikistan would be advantageous. Knowledge of the specific target sectors is must,
- Demonstrated ability to undertake results focused consultancy with the aim of deriving real business benefits for and embedding sustainable skills in participating companies, and an understanding of key requirements and supplier assessment processes,
- Track record of at least two contracts working effectively with the private sector at both working and senior level, and with government agencies in delivering supplier or other business development programs.
Individual key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers “Procurement in Investment Project Financing: Goods, Works, Non-Consulting and Consulting Services”, July 2016 revised, November 2020, setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations for IPF Borrowers.
