Assignment Title: Monitoring and evaluating the effectiveness of distribution of provided seed material and small agriculture equipment among vulnerable farms

The Republic of Tajikistan has received financing from the World Bank toward the cost of the “Strengthening Resilience of the Agriculture Sector Project” additional financing and intends to apply part of the proceeds for consulting services.  

The State Institute “Agriculture Entrepreneurship Development” now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

Qualification requirements are:

• Legal status recognized by the Republic of Tajikistan and allowing the company to perform the above-mentioned tasks in accordance with national legislation;
• The company must have experience in conducting surveys, developing methodology and questionnaires for conducting surveys, as well as in conducting trainings and field work for at least 10 years, confirmed by constituent documents, copies of earlier implemented contracts, letters of recommendation/positive reviews of organizations.
• Availability of own field network in all regions of Tajikistan, confirmed by staffing or contracts with regional offices

The credibility of mentioned experience shall be presented in a list of the required similar project/contracts as required above, including description of services provided (including information on contract value, contracting entity/client, project location/country, duration, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting and main activities) and accompanied by certificates/confirmation of orderly fulfilment of the contracts verified by other party from such contracts. 

The selection of consultants will be conducted using the Consultant Qualification Selection (CQS) method, in accordance with the World Bank’s procedures and the Procurement Rules for IPF Borrowers, titled "Procurement under Investment Project Financing: Goods, Works, Non-Consulting and Consulting Services" (July 2016, revised September 2023).

Expressions of interest must be submitted in writing in either Russian or English languages to the address below or via email to procurement.srasp@gmail.com, with the subject line “Monitoring and evaluating the effectiveness of distribution of provided seed material among vulnerable farmers” no later than 11:00 on March 27, 2025.
