INVITATION TO COMPETITION FOR VACANCY POSITION
The Government of Republic of Tajikistan is currently implementing the World-Bank funded Tajikistan Preparedness and Resilience to Disasters Project (PREPARED) in the country. Objective of the project is to support disaster recovery, strengthen the resilience of critical roads, and enhance disaster risk management capacity; and in the case of an eligible crisis or emergency, respond promptly and effectively.
The Project Implementation Group (PIG) under the Committee for Emergency Situations and Civil Defense under the Government of the Republic of Tajikistan (CoESCD) within the framework of the “Tajikistan Preparedness and Resilience to Disasters Project” invites interested qualified specialists to take part in the competitive selection to fill the following position:
• Civil Engineer - 1 position
The main purpose of the assignment is to assist the PIG CoESCD in the overall implementation of civil works and construction and/or rehabilitation supervision of the proposed physical infrastructure under the relevant sub-components, including any other engineering support in relation to construction, rehabilitation, reconstruction, etc. that are within his/her area of expertise. In accordance with this, the main functional responsibility of the Civil Engineer will be to oversee and supervise the progress and quality of the various civil works.
Qualifications and experience
Education:
- University education in Civil Engineering from an accredited university.
Experience:
- More than eight (8) years of experience in Civil Engineering design, construction, and supervision of public and/or private buildings.
- Sound and good knowledge of Government rules, regulations and legal requirements in Tajikistan, related to buildings’ works and construction;
- Good knowledge of local regulations (Technical regulations like GOST, SNiP, etc.), as well as conditions and experience of interaction with various levels of authorities and communities;
- Experience in performing similar assignments for projects financed by International Donor Organizations will be an advantage;
Personal Qualities:
- Honesty and a high sense of responsibility.
- Excellent organizational, communication and interpersonal skills;
- Excellent team-working and decision-making skills;
- Ability to work under pressure;
- Good knowledge of Tajik and Russian languages (oral and written) and the knowledge of English language will be an advantage;
- Skills in preparing high-quality reports in Tajik and Russian;
- A confident user of (MS Word, MS Excel, MS PowerPoint, Internet E-mail, etc.) and other engineering programs.
The duration of the assignments will be until the project closing date of March 31, 2027.

The selection process will be carried out in accordance with the World Bank Procurement Regulations for Investment Project Finance (IPF) Borrowers: Goods, Works, Non-Consulting and Consulting Services, July 2016 (November 2020 edition) (“Procurement Regulations”).
