MSFLogistics Manager
Médecins sans Frontières (MSF) is an independent medical international humanitarian association that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural or man-made disasters. MSF is working in Tajikistan in the field of Tuberculosis. Our projects focus on providing treatment and support for children suffering from MDR Tuberculosis (TB) and their families based in Dushanbe and a Zero TB Project in based in Kulob. In addition, MSF has established an office in Dushanbe to support MSF medical humanitarian activities in Afghanistan.
MSF is currently looking for a qualified, capable, flexible and motivated person for the position of Logistics Manager (only for citizens of Tajikistan) for its MSF Afghanistan Support Base in Dushanbe. THE MAIN PURPOSE
Planning, coordinating and monitoring all logistics related activities in the project or capital and providing support to medical assistance activities, according to MSF protocols and standards in order to ensure an optimal running of the project
Accountabilities
- Assisting the Project Coordinator or Logistics Coordinator in the definition and follow-up of logistics activities in the project or capital, in conjunction with other medical project managers in order to identify and give a response to the needs of the targeted population
- Ensuring and monitoring the implementation of logistics/technical activities in the project / capital including the following:
- Logistics: (construction, transport of goods and staff, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, communications, installation and maintenance of functional office space(s) and lodging facilities for international staff in adequate living conditions)
- WHS: implementation of water, health and sanitation activities
- Supply: implementation and maintenance of an appropriate supply chain for the project
- Implementing all administrative related activities linked to logistics (orders, insurances, vehicle contracts, etc.).
- Participating in the planning and implementation, together with the Logistics Coordinator, the Project Coordinator and the HR Coordinator, the HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the logistics staff in the project / capital in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.
- Ensuring technical reference for all logistics/technical issues in the project and providing coaching to logistics staff under his/her responsibility. Ensuring all staff in the Project is properly briefed about use of communication tools (handsets, HF/VHF, etc.).
- Defining and monitoring technical aspects of the project risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and reporting to the Project Coordinator any problem that may arise. For this purpose, the Project Logistics Manager will have to create an appropriate environment to facilitate security exchange of information.

MSF Section/Context Specific Accountabilities
- Strategic Leadership and Team Management
- Lead the logistics team in planning, execution, and oversight of all logistics operations, ensuring alignment with the ASB's objectives and MSF standards.
- Supervise, train, and mentor logistics staff, including the BFO and other team members, fostering skill development and professional growth.
- Collaborate with the HoO to plan and oversee HR processes for logistics staff, including recruitment, induction, training, evaluations, and development.
- Supply Chain and Stock Management
- Oversee end-to-end supply chain operations, including procurement, stock management, and cold chain systems, ensuring the timely availability of medical and non-medical supplies.
- Maintain accurate inventory records, tracking stock levels, expiry dates, security thresholds, and lead times to ensure operational efficiency.
- Supervise the storage, packing, distribution, and documentation of goods, adhering to MSF standards.
- Plan and manage budgets for procurement and equipment replacement in collaboration with the HoO.
- Ensure timely processing of internal requests and implement replenishment cycles for essential supplies, including office, food, and guesthouse consumables.
- Use UNIFIELD and follow MSF procurement policies, leveraging local supplier contracts and market assessments.
- Monitor cargo receipt and dispatch, ensuring proper handling, verification, and compliance with MSF protocols.
- Organize monthly reporting of stock levels and ensure replenishment of first aid kits in ASB facilities and vehicles.
- Write all SOP, strategies and guidelines to ease supply activities. Analyse all supply activities on request.
- Facilities and Infrastructure Management
- Oversee the maintenance and functionality of all ASB facilities, including offices and guesthouses, focusing on water, electricity, and sanitation systems.
- Monitor utility consumption (water, electricity, heating, internet, and phone lines) and reconcile with utility bills for resource optimization.
- Supervise the processes of regular inspections of facilities to assess maintenance and rehabilitation needs, including walls, ceilings, water supply, and electrical systems.
- Develop positive relationships with property owners to address issues promptly and amicably.
- Identify and anticipate any safety hazards in any of the facilities (fire safety, electrical safety, other) and address and mitigate them in a structured and practical manner.
- Transport and Fleet Management
- Plan and supervise vehicle movements, driver schedules, and fleet maintenance (preventive and curative) to meet operational needs.
- Ensure all vehicle documentation, licensing, and insurance are up to date and compliant.
- Monitor and report on fuel consumption and maintenance costs, optimizing fleet efficiency.
- Train and supervise drivers and staff involved in fleet management, ensuring readiness and adherence to safety standards.
- ICT and Communication Management
- Develop and implement ICT strategies tailored to ASB operations, ensuring all communication and IT equipment (computers, radios, HF/VHF, RBGAN) is functional and secure.
- Provide first-line ICT support, including backups, software updates, antivirus protection, and troubleshooting.
- Maintain an updated inventory of IT equipment and ensure regular preventive maintenance.
- Collaborate with MSF-OCA IT teams to resolve technical issues and adopt innovative solutions.
- Equipment Maintenance and Support
- Plan and oversee preventive maintenance of equipment, including vehicles and energy setups.
- Design and manage systems for curative maintenance, minor repairs, and improvements across all facilities and equipment.
- Ensure the availability of tools, spare parts, and resources to support maintenance activities effectively.
- Security and Risk Management
- Collaborate with the HoO to define and update the ASB security policy, ensuring alignment with MSF's risk reduction strategies.
- Implement technical aspects of risk reduction policies and evacuation plans to ensure personnel safety.
- Ensure the functionality and maintenance of fire safety systems, such as extinguishers and alarms.
- Conduct security and fire safety training for staff to enhance preparedness.
- Be the first line advisor for HoO on local safety and security plans as well as the security back up in their absence.
- Reporting and Compliance
- Prepare monthly reports, including logistical statistics and updates, to provide insights into ASB operations and identify areas for improvement.
- Ensure compliance with MSF policies, local regulations, and international standards in all logistics activities
Requirements:
Education
Essential secondary education and technical diploma or technical university degree, preferably as an engineer
Experience
Essential at least two years of working experience in logistics related activities in supervisor level. Desirable previous experience with MSF or other NGOs, and working experience
Languages:
Essential: at least B2 of English both written and oral, Tajik and Russian-fluent
Knowledge:
Essential knowledge of MS Office O365, technical knowledge of all the logistical families and Unifield

Salary: Gross Salary is 9452 TJS.
