- BACKGROUND
Aga Khan Health Services: With community health programmes in large geographical areas in Central and South Asia, as well as East Africa, and more than 200 health facilities including nine hospitals, the Aga Khan Health Services (AKHS) is one of the most comprehensive private not-for-profit health care systems in the developing world. Building on the Ismaili Community's health care efforts in the first half of the 20th century, AKHS now provides primary health care and curative medical care in Afghanistan, India, Kenya, Pakistan, and Tanzania, and provides technical assistance to government in health service delivery in Kenya, Syria and Tajikistan.
The Aga Khan Health Service, Tajikistan is looking for qualified candidate for the position of Mechanical Engineer based in Aga Khan Medical Centre, Khorog. Under the supervision of the Head of Facility Management Unit (HFM), the Mechanical Engineer is expected to fulfil the following duties and responsibilities:
- MAIN DUTIES AND RESPONSIBILITIES:
- Assist Head of Facility Management (HFM) in planning and undertaking scheduled maintenance
- Timely respond to breakdowns
- Actively monitor the performance of all building operations through Building Management System using facilities such as trend logging of parameters
- Fault diagnosis utilizing the Building Management System as a tool
- Assist the HFM to monitor and optimize energy consumption by adopting best practice
- Repair and maintenance of equipment
- Supervise engineering and technical staff, conduct the annual performance management of the supervised staff
- Assist HFM on preparation and managing unit’s budgets
- Support HFM on maintaining statistical and financial records
- Ensure compliance with health and safety legislation
- Provide assistance to HFM on managing stocks of supplies and equipment
- Assist HFM on reviewing construction designs, specification and bill of quantities and estimation reports in line with the project requirements
- Provide support HFM on oversee the preparation of design, specification, bill of quantities and cost estimation for construction and maintenance/modification and expansion works
- Assist HFM to oversee building construction and maintenance or modifications and report on progress as per the Facility’s policies, procedures and guidelines
- Draft payment certificates as per the terms and conditions of the contract
- Assist HFM to ensure planning permission has been duly applied for from relevant government authorities
- Proactively learn and understand all AKHS policies and including Safeguarding policies and procedure.
- Stickly follow and maintain requirements of AKHS Safeguarding policies and procedures.
- Perform any other duties as assigned by the Line Manager
- SPECIFICATIONS (MINIMUM REQUIREMENTS):
Education: A bachelor’s degree or higher in Mechanical Engineering or related fields.
Experience: 4-7 years of experience in maintenance, inspection, technical centres, new works / running projects.
At least two years of experience as Maintenance Engineer
Skills:
- Proven skills in managing people (at least two years as team leader of an operational department)
- Good interpersonal and communications skills
- Ability to work under pressure and difficult situations.
- Customer oriented and ability to set priorities.
- Language proficiency: advance knowledge of English and Tajik, Russian
Technical Skills:
- Experience developing/implementing preventive and predictive maintenance processes is highly desirable.
- Good knowledge of HVAC systems (experience in trouble shooting, diagnosis, repairs etc.).
- Good knowledge of Building Management Systems (experience in trouble shooting, diagnosis, repairs etc.)
- Good understanding of energy management, including minimization of Greenhouse Gas emissions.
- Knowledge of general Mechanical/Electrical engineering in a hospital environment.
- Knowledge of Health Safety Laws and Regulations.
