The Public Organization fulfils its mission by providing its core services such as Business incubation and acceleration programmes, Consultancy and advisory services and Post programme or Individual services: including Mentorship, Coaching and Traction services as well as it promotes the policy dialogues and advocacy in social and gender matters.
Monitoring, Evaluation, and Reporting Specialist
Location: Dushanbe
Job Summary:
The Monitoring, Evaluation, and Reporting Specialist will play a critical role in ensuring that the project’s activities are monitored effectively and that results are captured, evaluated, and reported accurately. This will involve supporting data collection, analysis, and reporting on project outcomes, facilitating the development of M&E frameworks, and ensuring compliance with the donor and organizational standards.
Key Responsibilities:
The primary responsibilities of the M&E Specialist include but are not limited to the following:
- Monitoring and Evaluation:
- Design and implement the M&E framework for the project.
- Develop M&E tools, templates, and guidelines for data collection and analysis.
- Provide technical support in the development and adaptation of indicators and data collection methods.
- Conduct regular field visits to monitor project activities and verify the data collected.
- Collect, clean, and analyze data from various sources (surveys, interviews, etc.) to assess project progress.
- Ensure that M&E activities comply with internal and donor guidelines.
- Reporting:
- Prepare accurate, timely, and high-quality reports for internal and external stakeholders.
- Compile regular progress reports, highlighting key achievements, challenges, and lessons learned.
- Contribute to donor and stakeholder reports, ensuring compliance with agreed-upon formats and timelines.
- Support the preparation of success stories and other documentation for communication purposes.
- Capacity Building:
- Provide training and technical assistance to project staff and partners on M&E processes and tools.
- Facilitate workshops and webinars to build capacity in data collection and analysis.
- Ensure that all staff are familiar with M&E procedures and the use of data management systems.
- Data Management and Quality Control:
- Develop and maintain a system for tracking and reporting on project data.
- Ensure that the data collected is of high quality, valid, and reliable.
- Oversee data entry, verification, and storage, ensuring compliance with privacy and security protocols.
- Learning and Adaptation:
- Support project staff in using M&E data to inform decision-making and project improvements.
- Analyze M&E data and identify trends, patterns, and areas of improvement.
- Ensure lessons learned and best practices are shared with stakeholders and incorporated into project planning.
- Collaboration and Stakeholder Engagement:
- Work closely with project teams to ensure alignment with overall project goals and objectives.
- Liaise with external evaluators, partners, and stakeholders to ensure successful monitoring and evaluation of activities.
- Represent the project in M&E-related meetings and events.
Qualifications and skills:
- Education: A Master’s degree or higher in a relevant field (e.g., International Development, Public Health, Social Sciences, Monitoring and Evaluation, etc.).
- Experience:
- Professional experience in monitoring, evaluation, and reporting in the development sector.
- Experience in designing and implementing M&E systems and frameworks.
- Proven ability to analyze and interpret quantitative and qualitative data.
- Experience with project management and working with cross-functional teams.
- Experience in capacity building and training staff on M&E systems.
- Familiarity with donor requirements and reporting guidelines (e.g., USAID, EU, UN).
- Skills:
- Strong analytical skills and the ability to interpret complex data.
- Proficient in data management software (e.g., Excel, SPSS, STATA, or other M&E tools).
- Excellent communication skills (written and oral) in English.
- Ability to work independently and in a team environment.
- Detail-oriented with strong organizational skills.
- Ability to adapt and respond to challenges in a fast-paced environment.
Duty Station
EIP Office in Dushanbe, Tajikistan, with possible travel to other regions of Tajikistan.
