Short description:
The Tajikistan Water Supply and Sanitation Investment Project was approved by the World Bank's Board of Directors from May 25-27, 2022. The Project is financed by the International Development Association (IDA) in the amount equivalent to USD 45 million as of the date of Project approval.
The Project Development Objective (PDO) is formulated as follows: to improve access to safe drinking water services in selected areas and to strengthen the capacity of water supply and sanitation sector institutions for service delivery enhancement and improvement.
The Project consists of four components: (1) Strengthening institutional structures and capacity building (SISCB) of water sector entities, (2) Investments in water supply and sanitation (WSS), (3) Project management; and (4) Emergency Response Component.
The implementing agencies for the project are the Ministry of Energy and Water Resources of the Republic of Tajikistan (MEWR) and the Project Management Unit of the State Unitary Enterprise "Khojagii Manziliyu Kommunali" (PMU SUE "Khojagii Manziliyu Kommunali"). The implementation of the component assigned to the MEWR will be carried out through the Water Supply and Sanitation Group under the MEWR (MEWR WSS Group).
The Finance Specialist will assist in the following tasks:
- preparing and updating the financial management section of the PIU, as necessary, including financial policies and procedures of the project, forms and templates, and other materials for project administration;
- maintaining automated project accounting system in the PIU;
- carrying out routine internal control functions in agreement with the chief accountant;
- assisting the chief accountant for the timely preparation of all financial reports necessary for monitoring project implementation, special reports if required by PIU director, and government agencies and periodic financial reports required by the World Bank, such as quarterly interim unaudited financial reports (IUFRs);
- providing assistance to the chief accountant in the timely preparation of annual financial reports of the project, for the timely auditing of the financial statements of the project and subsequent submission of audit reports to the World Bank;
- preparing technical specifications for the external audit and taking the necessary measures for the timely audit of project reports, the subsequent implementation of any requests submitted as a result of the audit;
- Checking all supporting documents before each payment, making sure they are in compliance with the respective contract provisions;
- Ensuring that payments are done in compliance with the provisions of the financing agreement and disbursement and financial information letter;
- preparing applications for withdrawal of funds, as well as monitoring the replenishment of Designated accounts;
- carrying out other activities that may, from time to time, be officially delegated by the chief accountant.
The Finance Specialist is directly accountable to the WSS Group Director and the Project Coordinator. He/she will assist and work closely with all project staff and technical departments of MEWR. The Finance Specialist will submit reports on a monthly basis in a format acceptable to the WSS Group Director.
Qualification requirements for the Finance Specialist:
- Higher education diploma in accounting or economics;
- At least 5 years of professional work experience;
- experience working in international Organizations Projects, including World Bank projects, knowledge of financial
Procedures of the World Bank and the Republic of Tajikistan will be an advantage;
- Proficient knowledge and ability to work with texts, spreadsheets and 1C accounting
Software;
- High sense of responsibility; excellent communication skills and team spirit;
- Knowledge of the country's legislation regarding taxation;
- Fluency in written and oral Tajik and Russian languages;
- Good skills in using Word, Excel and PowerPoint.
Task duration:
The specialist is expected to commence duties in December 2024 with a probationary period of 3 (three) months. The contract will be signed for one year, with the possibility of extension up to three years.
Employer's input
MEWR will provide the specialist with project documents and fully equipped workspace with access to office equipment to perform the required tasks.
Payment Terms
The salary is set according to the staffing schedule of the MEWR WSS Group with an established rate according to the Resolution of the Government of the Republic of Tajikistan №582 dated November 29, 2022.
