- INTRODUCTION
The Tajikistan Water Supply and Sanitation Investment Project (WSIP-1) was approved by the World Bank’s Board of Executive Directors on June 23, 2022. The lead implementing agencies are the Ministry of Energy and Water Resources of the Republic of Tajikistan (MEWR) and the Committee on Housing and Communal Services under the Government of the Republic of Tajikistan.
The Financing Agreement between the Republic of Tajikistan and the International Development Association and the Project Agreement between the Project Implementation Agency (PIA), the Committee on Housing and Communal Services under the Government of the Republic of Tajikistan and the International Development Association were signed on October 3, 2022. The Project Development Objective (PDO) is formulated as follows:
Improving access to safe drinking water services in selected areas and strengthening the capacity of water and sanitation sector institutions to improve and enhance service delivery.
The Tajikistan Water Supply and Sanitation Investment Project (WSIP -1) is the first phase of the Water Supply and Sanitation Sector Investment Programme, providing investments in capital improvement/modernisation of infrastructure with ongoing support for the implementation of ongoing national reforms, including the restructuring and strengthening of key institutions for planning, regulation and service delivery in the water sector in Khatlon province. Infrastructure investments will build on and expand on the early results of the ongoing Rural Water Supply and Sanitation Project, with the selection of interventions guided by the technical solutions and assessments developed under the Rural Water Supply and Sanitation Project. The project areas covered by WSIP -1 are characterised by high rural population density, low coverage of safely managed water services, high dependence on unsafe water sources, relatively high poverty rates and a lack of investment from other donors. The project will expand investments in priority water supply infrastructure in the districts of J. Balkhi and Dusti served by the Vakhsh inter-district water supply system and maximize the impact of the Rural Water Supply and Sanitation Project investments in the so-called “wholesale” water supply system. Infrastructure investments will cover sub-urban and rural settlements and will aim to improve the performance of the subordinate structures of the Committee on Housing and Communal Services under the GoRT and/or their successors in ensuring the sustainability of services provided to the population. These efforts will help improve the financial sustainability of the water supply and sanitation sector in the long term and move the sector towards results-based planning and improved service quality.
The project consists of four components:
Component 1: Institutional Strengthening and Capacity Building (ISCB) of water sector institutions (enterprises),
Component 2: Investments in Water Supply and Sanitation (WASH),
Component 3: Support for Project implementation
Component 4: Emergency response to emergencies.
The project will be implemented by the Committee on Housing and Communal Services under the Government of the Republic of Tajikistan and the Ministry of Energy and Water Resources (executing agencies) through the existing Project Management Unit for Municipal (communal) Infrastructure Development Projects.
This ToR describes the duties of the Engineer/Support Committee on Housing and Communal Services under the Government of the Republic of Tajikistan, who will be based in the office of the Committee on Housing and Communal Services under the Government of the Republic of Tajikistan in Dushanbe with trips to Khatlon region.
- OBJECTIVE
The objective of the assignment is to provide support to the Committee on Housing and Communal Services under the Government of the Republic of Tajikistan in performing services for supervision of construction, installation, commissioning works for water supply systems in the areas covered by the Project.
- REQUIRED QUALIFICATIONS
The Civil Engineer should preferably have experience in implementing a similar project financed by the World Bank, Asian Development Bank, Islamic Bank, EU, etc. A good understanding of the problems of rural public infrastructure, as well as good knowledge and more than 5 years of practical experience in the following areas: (a) design and construction of water supply systems, sewerage, wastewater treatment, and other infrastructure facilities; (b) management and supervision of construction contracts.
- MINIMUM REQUIREMENTS:
- Higher education in civil engineering
- At least 5 years of professional experience, of which 3 years - experience in the water supply system;
- At least 3 years of experience in the World Bank/other donor organizations in the field of construction.
- Good knowledge of local requirements and procedures for supervision of construction works, as well as the principles of keeping relevant documentation on them;
- Ability to work on a personal computer (Microsoft Office and understanding of AutoCad)
- Knowledge of Tajik and Russian languages, as well as English (desirable)
