1. INTRODUCTION

The Government of Tajikistan has appealed to the World Bank to support its efforts to address the sector’s challenges and is currently preparing a rural water supply and sanitation project. The Project Development Objectives (PDO) are to assist the Government of Tajikistan to: ( i ) strengthen the capacity of institutions in the water supply and sanitation sector; and ( ii ) improve access to water supply and sanitation services in selected districts. The preliminary project area locations are: ( i ) the Vakhsh group inter-district water supply system, covering six districts of South Khatlon (Bokhtar, Vakhsh, Balkhi, Sarband, Dusti, Jayhun); and the Vose district water supply system, located in the southern part of the Khatlon region of Tajikistan.

The project will be implemented by the SUE “KMK” and the Ministry of Energy and Water Resources (Implementing agencies) through the existing Project Management Unit for Municipal (communal) Infrastructure Development Projects.

2. OBJECTIVE

The objective of the assignment is to support the PMU in performing supervision services for construction, installation, commissioning and start-up works for water supply systems in the areas covered by the Project.

3. REQUIRED QUALIFICATIONS

The Civil Engineer should preferably have experience in implementing a similar project financed by the World Bank, Asian Development Bank, Islamic Bank, EU, etc. A good understanding of the problems of rural public infrastructure, as well as good knowledge and more than 10 years of practical experience in the following areas: (a) design and construction of water supply systems, sewerage, wastewater treatment, and other infrastructure facilities; (b) management and supervision of construction contracts.

4. MINIMUM REQUIREMENTS:

• Higher education in civil engineering
• At least 5 years of professional experience, of which 3 years - experience in the water supply system;
• At least 3 years of experience in the World Bank/other donor organizations in the field of construction.
• Good knowledge of local requirements and procedures for supervision of construction works, as well as the principles of keeping relevant documentation on them;
• Ability to work on a personal computer (Microsoft Office and understanding of AutoCad)
• Knowledge of Tajik and Russian languages, as well as English (desirable)
