Summary of Position and Key Responsibilities
To address climate change challenges impacting the Tajik economy, the Agency for Hydrometeorology (AoH) established a Climate Change Centre (CCC) under the Committee of Environmental Protection (CEP) of Tajikistan. Within the and National Adaptation Plan (NAP) of Tajikistan funded by Green Climate Fund (GFC), UCA plans to support the AoH's capacity-building efforts by implementing an accredited certificate program on Climate Change Adaptation (CCA) across key sectors including Energy, Water, Agriculture, Transport, Forestry, Industry & Construction. UCA will develop and deliver the program, training 20 AoH personnel during different modules (one per sector) and other participants from relevant governmental agencies of Tajikistan. This initiative aims to enhance Tajikistan relevant agencies’ technical, sectoral, and teaching capabilities. Additionally, UCA will create six e-learning modules on CCA to address staff turnover, ensuring continuous knowledge utilization. The long-term goal is to strengthen the government staff capacity in climate change adaptation planning and foster closer collaboration with the scientific community. Collaboration with AoH will identify knowledge gaps and tailor the curriculum to Tajikistan's needs. Analysis from UNDP consultants and guidelines from the National Adaptation Plan Process for Tajikistan project will inform curriculum development.
UCA is seeking a talented designer under the service agreement to support the development of interactive and attractive e-learning modules, enhancing the overall engagement and learning experience.
Main Duties and Responsibilities
- Develop e-modules based on the courses taught throughout the entire program.
- These e-modules will cover all six strategic sectors for Tajikistan.
- Create short versions of each course (2 hours of class condensed into 1-hour videos each), with 4 courses per module.
- Coordinate with the instructors to ensure all content is aligned.
- Record instructors’ voices using professional sound equipment for high-quality audio narration.
- Design and produce interactive videos that incorporate slides created by the instructors.
- Deliver the completed e-modules in MP4 format, HD, to UCA by early winter 2025.
- Participate in regular meetings with UCA to monitor progress and ensure alignment with project goals.
Required Qualifications and Experience
- A minimum of 3 years of experience in video creation and graphic design.
- Fluency in English, Tajik, and Russian languages.
- Prior experience in setting up professional video and audio recording equipment (e.g., microphones, audio interfaces).
- Extensive knowledge of professional video editing software such as Adobe Premiere Pro, Final Cut Pro, or DaVinci Resolve
