Nature of the consultancy: Baseline Mobility Assessment (BMA) and Return Migrants Survey (RMS) data collection at the lowest administrative level.

Project Context and Scope: Central Asia is an important region of origin for labour migration and relies heavily on labour migration for its development. This mobility is critical to its economic as it provides employment opportunities, decreasing pressure on local labour markets that are not able to absorb new entrants and contributes to poverty reduction through remittances. However, mobility in the region is characterized by high levels of informality, with workers frequently finding employment through social networks rather than through formal channels, with negative consequences for migrants. While labor migration remittances have contributed significantly to poverty reduction in Central Asia, low levels of financial inclusion and limited financial literacy limit the potential value of remittances to promote sustainable development and livelihood planning for migrants and their families.
The Mobility Tracking Matrix (MTM) is implemented to track migration trends in Tajikistan. The MTM in Tajikistan is implemented on the frame of “Regional Evidence for Migration Analysis and Policy (REMAP)” project, funded by the European Union and “Labour Migration Programme – Central Asia” project, funded by the Swiss Agency for Development and Cooperation (SDC). The overall objective of the REMAP project is to increase the effectiveness of humanitarian and development efforts on migration and displacement in Afghanistan, Bangladesh, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan and Uzbekistan. The regional project Phase I “Labour Migration Programme – Central Asia”, funded by SDC aims to contribute to enhancing labour migration governance to better respond to employer and labour market needs while ensuring protection of migrant workers and enhancing development impacts in both countries of origin and destination.
Under the overall supervision of IOM and national consultant, the enumerators will collect first-hand information about migrants/returnees/communities and its residents. Data to be collected include, but not limited to, number of individuals, gender, age, reasons and date of return, shelter/accommodation arrangements, etc; provide bi-annual systematic assessment of a defined geographic unit, collecting comprehensive Information on migrant flows and forming the basis for more detailed assessments/surveys; conduct bi-annual brief Interviews with individuals, humanitarian and social organizations, communities leaders and activists, representatives of returning migrant groups and accomplish direct observation depending on the context; interviews shall be conducted in the native language to the extent possible, directly at target or remote locations as determined by the accessibility, safety and security situation for each particular location; participate in the training organized by IOM for the network of e-numerators and key informants on how to collect data on returning migrants, assess their needs and vulnerabilities; timely inform IOM on adjustments of existing IOM DTM tools to collect comprehensive and disaggregated information on returning migrants needed.
Tasks to be performed under this contract:
Deliverable: Baseline Mobility Assessment (Round 5) – October 2024, followed by Bi-Annual Survey with Inter-national Migrant Workers (Round 4) – October 2024.
- Collect data for Baseline Mobility Assessment (BMA) round 5 to capture locations of migrants. Expected deliverable timeline: 10/10/2024 – 15/11/2024;
a) Conduct Focus Group Discussions (FGDs) with active community leaders, including returning migrant groups;
b) Focus Group Discussions (FGDs) shall be conducted in the key informant's native language to the extent possible, directly at target or remote locations as determined by the accessibility, safety and security situation for each particular location. When direct FGDs will not be possible, remote FGDs will be conducted through phone communication.
c) Verify data for accuracy, completeness and conduct direct observation.
d) Conduct follow-up interviews as necessary to obtain missing or incomplete data.
e) Develop and submit narrative report at the end of BMA.
f) Utilize electronic devices to record data.
2. Collect data for Return Migrants Survey (RMS) round 4 to capture socio-economic situation of returned migrants.
Expected deliverable timeline: 20 November 2024 – 30 December 2024;
a) Conduct Individual interviews (IIs) with returned migrants;
b) Individual (face to face) interviews (IIs) shall be conducted in the migrant’s native language to the extent possible, directly at target or remote locations as determined by the accessibility, safety and security situation for particular location.
c) Conduct follow-up interviews as necessary to obtain missing or incomplete data.
d) Conduct observations on the result of return migration. Deliverables timeline.
e) Ensure confidentiality and security of data.
f) Develop a success story on migrant’s best practices and submit with the narrative report at the end of RMS.
g) Utilize electronic devices to record data.
Performance indicators for the evaluation of results:
- Quality and timely completion of deliverables.
- Feedback from the IOM Project Management Team, Thematic Specialist and counterparts.
- Compliance with IOM House style Guidelines.
- Compliance with IOM Data Protection Principles.
Experience and/or skills required
a. Education and Experience
- Education: Minimum high school or diploma – completed university degree is an advantage; Other formal education relevant for the assignment;
- Experience: At least 2 years of experience in conducting community and household assessments and surveys;
- Knowledge and understanding of the relationship between migration and development;
- Experience in working with international organizations and UN agencies, an advantage;
b. Competencies and Skills:
- Good knowledge of the migration & development concept;
- Familiarity with IOM’s mandate;
c. Personal Qualities and Other Requirements:
- Good interpersonal skills, solid judgment/decision making, initiative and creativity;
- Cultural and gender sensitivity;
d. Language:
- Oral and written fluency in Tajik and Russian languages is required. Knowledge of Uzbek will be highly preferred.
