PROJECT DESCRIPTION
The Climate-Smart Water, Sanitation, and Hygiene Activity (CS-WASH) will enhance the AKF and USAID partnership by adopting a climate-resilient and gender-sensitive approach to benefit 60,000 direct in Tajikistan’s rural communities. CS-WASH aims to ensure sustainable access to clean drinking water and sanitation, thereby enhancing public health and community resilience. Specifically, the initiative will focus on rehabilitating climate-proof water supply infrastructure to ensure that rural communities, particularly women and girls, have access to safely managed drinking water services. AKF will strengthen the capacity of water operators, helping them become cost-efficient and financially viable businesses that provide water services in a gender-sensitive and inclusive manner. Additionally, CS-WASH will improve hygiene and sanitation practices among the rural population.
AKF Tajikistan (AKF Tjk) is looking for a qualified and experienced local professional to hold the position of Communication and Reporting Officer to lead the development of all program communications and visibility materials, ensure compliance with program branding and marking guidelines, and support the preparation of project-related donor and government reports and other deliverables and information sharing requirements.
ROLES AND RESPONSIBILITIES
- Establish an effective reporting and tracking system to produce regular, accurate, and timely narrative reports for all components of the project delivered by implementing partners.
- Receive, review, edit, and consolidate inputs from implementing partners to develop donor, government, and internal reports, and submit them to the Project Manager for review and approval, ensuring Safeguarding content is considered.
- Coordinate with AKF and USAID Communication teams to annually update the Communication and Outreach Plan.
- Produce success stories and other project-related communications materials, such as blog posts, fact sheets, and project briefs.
- Review and approve all project visibility activities (e.g., signboards, stickers, banners), ensuring all USAID and AKF visibility requirements are met.
- Build the capacity of implementing partners on USAID Branding and Marking Plan requirements and good practices in communications, visibility, and reporting.
- Lead and support the organization of project-related high-level visits and events both in-country and abroad.
- Liaise with USAID and AKF communications and partnership teams in Tajikistan, the USA, and with the AKF global team.
- Work closely with the AKF Partnership’s communication officer to update the AKF social media platforms with project-related communication materials.
- Develop Information, Communication, and Education (ICE) materials on Safeguarding (SG) policy and procedures, including in local languages.
- Ensure the communication and media products produced are compliant with the national requirements and procedures.
- Ensure images and stories of children or vulnerable adults are published appropriately and only with informed consent.
- Establish a protocol for safely interviewing beneficiaries.
- Complete other relevant tasks assigned by the Project Manager and AKF senior management.
QUALIFICATIONS AND REQUIREMENTS
Education:
- University degree in social sciences, media and communications, English language studies, or other related discipline.
Special skills & knowledge:
- Experience in developing programmatic reports and deliverables for international donors.
- Preferred experience in creating external communications materials, including success stories, blogs, factsheets, and briefs.
- Preferred experience in implementing donor visibility standards for international development programs.
- Excellent verbal and written communication skills in English and Tajik (Russian is also preferred).
- Strong communication and interpersonal skills.
- Preferred knowledge of USAID rules and regulations for communications, visibility, and reporting.
Work experience:
- Minimum of 4 years of professional experience in international development or a related field.
