PROJECT OVERVIEW
AKF Tajikistan in partnership with UNICEF intends to implement education project on “Deployment of mechanisms for distance learning and skills acquisition (TV programs, digital platforms) and strengthening of institutional and staff capacity on sustainable education operation and distance learning”.
This project aims to rollout digital education platforms and content and provide capacity development for ensuring maintenance and effective use of procured ICT equipment and edutainment device to strengthen teachers and students digital/ICT competencies for sustainable education operation and distance learning at national and sub-national levels.
Through this initiative 300 education personnel (MoES staff, RITTI, RCICT, CAE, RTMC, AoE, DEDs, REDs) and 5,000 end-users (teachers, school and Adolescent Innovation Labs administration - AIL) on effective usage and maintenance of ICT equipment in 1,000 schools and 50 AIL will be capacitated.
JOB PURPOSE
For the “Deployment of mechanisms for distance learning and skills acquisition (TV programs, digital platforms) and strengthening of institutional and staff capacity on sustainable education operation and distance learning” initiative, AKF Tajikistan is seeking to hire a highly qualified and motivated Project Officer, Education to oversee and coordinate implementation of this project by providing (i) programmatic and technical support; (ii) quality assurance and (iii) coordination support in the implementation of the project activities at national level.
DUTY STATION AND REPORTING LINE
The position will be based in Dushanbe and will report to AKF Tajikistan Programm Lead, Education.
ROLES AND RESPONSIBILITIES
- Coordinate implementation of the project activities with RITTI, Regional Education Department (RED), District Education Department (DED), and project schools across the country.
- Ensure high quality delivery of the trainings with the 300 education personnel (MoES staff, RITTI, RCICT, CAE, RTMC, AoE, DEDs, REDs) and 5,000 end-users (teachers, school and Adolescent Innovation Labs administration - AIL) on effective usage and maintenance of ICT equipment in 1,000 schools and 50 AIL.
- Provide technical support to AKFTjk program staff and implementing partners in project delivery.
- Lead the development of training packages and blended-learning courses on effective usage of digital platforms and maintenance of ICT equipment.
- Assist Communication Officer on the development of communication products to create visibility around the project.
- Assist Assessment Officer on conducting survey and data collection.
- Conduct regular visits to field to assure quality, identify gaps, recommend, and support effective, evidence-based strategies for improvement.
- Support AKF Programme Lead, Education on the development of AKFTjk’s Education strategy documents and contribute to reporting and other requests from AKF Tajikistan.
Partnerships and Networks
- Support strengthening of relationships with RITTI, RED, DEDs and program schools aligned with AKFTjk’s education programs.
- Assist AKFTjk Program Lead, Education in preparation of technical proposals, communications, and representational activities.
- Contribute to site visits related to Education for donors and partners in Tajikistan.
- Ensure that proposals reflect the Safeguarding (SG) risk assessment and include resources to deliver on SG within the scope of the project.
Knowledge Management and Dissemination
- Support the management, uptake, and distribution of knowledge resources.
- Contribute technical inputs in developing guides, resources, and other communication products within AKFTjk.
- Represent and share best practices and learning experiences from the project at regional and national levels.
- Monitor compliance to Safeguarding (SG) minimum standards in the project locations through including SG in programme meetings.
- Projects mid-term reports and final reports include SG content.
Budget Responsibilities
- Ensure timely budget utilization of the project.
ESSENTIAL QUALIFICATIONS
Education:
- Bachelor’s in Education, International Development, or another related field. Master’s degree in Education is an asset.
Experience:
- Experience working with education agencies institutions and other development partners.
- Strong program implementation experience and knowledge of the education sector in Tajikistan.
- Experience in education programme design with demonstrated improvement in results.
- Strong interpersonal skills.
- Excellent verbal and written communication skills in Tajik, and English.
Experience:
- Minimum 3 years’ working experience in Education Development, preferable with international agencies in education projects.
