Name of Project: Early Childhood Development to Build Human Capital in Tajikistan (ECDP).
Assignment: to develop, design and prepare an early learning curriculum (3 – 6) package inclusive of teacher training modules.
Republic of Tajikistan received grant funding from the World Bank to cover costs of the Project for the implementation of the “Early Childhood Development to Build Tajikistan’s Human Capital Project” and intends to use part of the funds for consulting services.

This assignment is focused on enhancing the capacity of the system to support improved child outcomes. The firm appointed under the TOR will undertake the development of new early learning curriculum resources and teacher training modules that are essential for effective early childhood education for children between 3 and 6 years old in Tajikistan. These resources will accommodate various service models like early learning centers, playgroups, and kindergartens. In the evolving ECE environment of Tajikistan, these enhancements will support and amplify ongoing quality program implementations.

The Project Implementation Group (PIG) requires the services of a qualified and experienced firm to develop, design and prepare an early learning curriculum (3 – 6) package inclusive of teacher training modules.
The Project Implementation Group invites eligible firms to express their interest in providing services. Interested firms should provide information confirming that they have the necessary qualifications and relevant experience to provide services:
Qualification requirements:
A firm should have proven experience in early childhood education, curriculum development, instructional design, multimedia content creation, with specific expertise in adapting materials to cultural and linguistic contexts. To carry out the tasks associated with designing early learning materials and educator training modules, a firm should possess a combination of skills and competencies across various domains:
- Deep understanding of early childhood education principles, including child development, play-based learning, and social-emotional learning.
- Ability to design curricula in line with evidence-based pedagogical practices and national educational standards.
- Skills in creating educational content across different media, including video and web-based formats.
- Expertise in producing clear and concise scripts and storyboards for multimedia learning.
- Knowledge of the local educational context, including language, culture, and regulatory environment.
- Ability to tailor content to the specific needs and regulations of the country, such as Tajikistan in this case.
- Proficiency in design software and layout principles to create visually appealing and user-friendly print and digital materials.
- Knowledge of assessment strategies to evaluate learning outcomes and integrate them within educational materials.
- The Consultant will assemble a team of experts with capacity needed to undertake and complete all tasks competently and on time and include qualified specialists with education qualifications and professional experience relevant to the assignment.
The Consultant will be selected in accordance with the Consultant Qualification Based Selection (CQS) method set out in the Procurement Rules.
