Assignment Title: Revision of Technical Specifications for Mobile Command and Control Vehicles

The Republic of Tajikistan has received financing from the World Bank toward the cost of the Tajikistan Preparedness and Resilience to Disasters Project (Project) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
- Revision of the equipment list (BoQ) and technical specifications for all parts of MCCV, including:
- Vehicle Modifications
- Working Environment Equipment
- Power Supply Equipment
- Audio and Video Equipment
- Communication Equipment
- Networking Equipment
- Detailing and explanation of all details of the technical specifications, which are not explicitly stated in the specifications of the equipment, clear out any ambiguous points and vague explanations.
- Chopping of the unnecessary details from technical specification clauses, where such detailing is not needed, to give a better understanding of the technical specifications.
- Refine and provide a more informative plan-scheme of all equipment and its location.
- Develop or finalize precise terms of reference for the MCCVs, which should reflect the following items that need to be provided by the awarded MCCV equipment providers:
- Developed plan-schemes of a local area network (LAN) indicating on the drawings the main wired low-current channels and specifying the location of all LAN components in the MCCV;
- Indicating in detail and accurately the location of the equipment installed and MCCV details;
- Revise the technical specification in such a way that it is generic and permits competition amongst at least three manufacturers, thus not providing any advantage to any of the bidder and manufacturers.
- Prepare bill of quantities according to industry standards and good implementation practices.
- Revision of cost estimates of the MCCV including ICT equipment.
- Prepare of supervision modalities, test procedures and schedules for all equipment, taking into account the procedures approved by the legislation of the Republic of Tajikistan.
- Update tender documents based on revised technical specifications and other conditions. The Consultant has to study all materials related to the conducted biddings for the purchase of MCCV, which shall be provided by the Agency upon request.
The Consultant shall ensure the feasibility of procurement of the MCCV based on the finalized documents.

The State Institution “Project Implementation Unit for Access to Green and Rural Development Finance” under the Ministry of Finance of the Republic of Tajikistan (PIU MoF) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant’s Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations for IPF Borrowers “Procurement in Investment Project Financing: Goods, Works, Non-Consulting and Consulting Services”, July 2016 revised, November 2020.
