GIZEnvironment Advisor
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international enterprise for cooperation and sustainable development, owned by the German Federal Government and active in 120 countries worldwide. On behalf of German Federal Ministry for Economic Cooperation and Development, GIZ has been working in Tajikistan since 1995.
On behalf of the German Federal Foreign Office, GIZ implements the project “Green Central Asia Phase II: Transboundary Dialogue on Climate, Environment and Security in Central Asia – Bridging borders to enhance regional adaptation and mitigation”. The overall objective of the GIZ implemented project is to address climate risks by strengthening transboundary cooperation on climate impacts in Central Asia, thus supporting conflict prevention. The project goals are: (1) Strengthen regional coordination for climate change adaptation with a gender sensitive approach, including the support to NDC development in the region. (2) Improve institutional and individual adaptive capacity through better knowledge management and scientific cooperation. (3) Continue dialogue between policy makers and science. GCA II builds on the achievements of the previous programme phase riding the wave of political support. It takes on the climate-peace-security challenge, helping update & enhance NDCs (adaptation and mitigation) and long-term strategies in the region. The programme will function as a central coordination platform for both German and international projects focused on climate change adaptation and mitigation in Central Asia. Its primary objective is to enhance resource utilization efficiency by fostering synergies instead of duplicating efforts. This will be achieved by leveraging existing achievements and drawing upon established best practices, thereby facilitating the upscaling of initiatives in the region. GCA II focuses on the implementation of the Regional Climate Change Adaptation Strategy, which was adopted by all Central Asian countries.
The project are inviting applicants for the following vacant position:
Environment Advisor
The position is based in Dushanbe.
The Environment Advisor is responsible for providing general administrative support.
General tasks
- advises the Project Manager, Team Leader Tajikistan and international project partners on environmental issues and policies (climate change, water management, biodiversity and land use, waste management and energy) in the Republic of Tajikistan also with regard to regional Central Asian developments
- provides professional advisory services to and cooperates with a broad range of relevant stakeholders in Tajikistan and Central Asia as such
- supports the implementation of the Regional Climate Change Adaptation Strategy for Central Asia in Tajikistan
- supports cooperation, regular contact and dialogue with national and international partners and cooperates with local communities, relevant organisations, non-governmental organisations and individuals in the projects’ environment and with other projects to improve and maintain good working relationships
- manages an area of responsibility that forms part of the project’s objectives, team agreements and/or agreements with the superior
- develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
- assists and monitors the development and implementation of the project’s operational plans and activities in close consultation with national and international counterparts
- contributes to preparing and implementing the coordination process, joint activities and work at the regional level
- deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the project’s areas of activity
- communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project
- assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
- coordinates relevant project activities at local level in consultation with the Project Manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects
- cooperates and contributes to the coordination within the GIZ Central Asia Green Cluster
- compiles the relevant information for joint activities and assignments, prepares reports and contributes to bigger reports such as annual and special reports
- contributes to innovation and knowledge management
- prepares work related correspondence in English, Russian and Tajik language
- Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description.
Requirements
- University degree in related fields (environmental studies, geography, political science, etc.)
- 5 to 10 years professional experience in a comparable position
- In-depth knowledge of environment issues, main state and civil society actors and the nature protection system of the Republic of Tajikistan
- Knowledge of current and emerging developments and trends within the area of expertise
- Ability to use independent judgment and to manage and impart confidential information
- Ability to analyse, interpret, and draw inferences from research findings, and prepare reports
- Knowledge of fundamental research procedures
- Ability to develop and maintain recordkeeping systems and procedures
- Ability to develop and present educational programs and/or workshops
- Advanced verbal and written communication skills and the ability to present effectively to small and large groups
- Strong interpersonal skills and the ability to work effectively with a wide range of constituencies in a diverse and multi-ethnic community
- Fluent written and oral knowledge of English, Russian and Tajik, German knowledge would be an asset
- Willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with the project manager
