1. Position Overview:
The Deputy Team Leader will play a crucial role in supporting the Team Leader in the successful execution of a feasibility study for a decentralized sewage and wastewater treatment system in a selected village in Khatlon, Tajikistan. The study aims to evaluate the technical and non-technical aspects of various wastewater management options and provide actionable recommendations for their implementation and operation.

- Assist the Team Leader in developing a comprehensive project plan, including timelines, resource allocation, and task assignments.
- Coordinate with team members, stakeholders, and local authorities to ensure the project progresses smoothly and on schedule.
- Conduct site visits and surveys to gather data on existing sanitation infrastructure, population demographics, and environmental conditions.
- Analyze technical data to assess the feasibility of various decentralized sewage/wastewater treatment technologies.
- Develop preliminary designs and technical specifications for the proposed treatment system.
- Facilitate meetings and workshops with community members, local authorities, and other stakeholders to gather input and build consensus.
- Prepare and deliver presentations to communicate project progress and findings.
- Compile and analyze data to support the feasibility study, including cost-benefit analysis, environmental impact assessments, and sustainability evaluations.
- Draft comprehensive reports outlining the study findings, recommendations, and implementation strategies.
- Ensure that all project activities and deliverables meet the required quality standards and comply with relevant regulations and guidelines.
- Review and provide feedback on technical documents and reports prepared by team members.
- Identify training needs and develop capacity-building programs for local stakeholders to ensure the effective management and sustainability of the wastewater treatment system.
3. Qualifications and Experience:
- A minimum of a Master's degree in Environmental Engineering, Civil Engineering, Water Resources Management, or a related field.
- At least 7 years of relevant professional experience in wastewater management, sanitation projects, or environmental engineering.
- Demonstrated experience in conducting feasibility studies and technical assessments for water and sanitation projects.
- Strong project management skills, including planning, coordination, and stakeholder engagement.
- Proficiency in data analysis, technical report writing, and presentation skills.
- Excellent communication and interpersonal skills, with the ability to work collaboratively in a multidisciplinary team.
- Knowledge of the local context and languages spoken in Tajikistan is an asset.
4. Key Competencies:
- Technical Expertise: Deep understanding of decentralized sewage/wastewater treatment technologies and their applications in rural settings.
- Project Management: Ability to develop and execute detailed project plans, manage resources, and coordinate with diverse stakeholders.
