Assignment Title: ICT Consultant for Developing a long-term technology strategy and Technical Specifications of the Irrigation Management Information System (IMIS) for ALRI

The Republic of Tajikistan has applied for financing from the International Development Association and the European Union towards the cost of the ICT Consultant for Developing a long-term technology strategy and Technical Specifications of the Irrigation Management Information System (IMIS) for ALRI.
The Consultant will be engaged for determining of cost-effective ICT solutions and sustainable long-term technology strategy of the Terms of Reference (ToRs) and technical specifications for development of Irrigation Management Information System (IMIS).

Qualification requirements:
Educational Qualifications: A Master’s degree in Computer Science, Information Technology. computer science, information technology, information systems or a related field.
Technical Experience: System Architecture and Design: At least 5 years of experience designing complex IT systems. This includes understanding business requirements, selecting appropriate technologies, and creating robust architectures. Good understanding of cloud architecture, microservices, and scalability are essential consideration.
Networking and Infrastructure: Understanding of network protocols, routing, and firewalls. Managing servers, databases, and virtualization.
Security and Compliance: Knowledge of cybersecurity, encryption, and access controls. Ensuring compliance with data protection regulations.
Language and communication skills: Fluency in Russian and Tajik is required, knowledge of English is an advantage.
The Tajikistan Strengthening Water and Irrigation Management Project now invites eligible individual consultants to express their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc.).
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and revised November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the selection of Individual Consultants (IC) method set out in the Consultant Guidelines.
