WASH & DRR/Greening Situation Assessment on Tajikistan-Kyrgyzstan Border in Sughd Region
Mission East is an international non-governmental relief and development organization founded in Denmark in 1991 and working in Asia and the Middle East. It maintains offices in Copenhagen and Brussels. Mission East has been engaged in humanitarian and development work in Tajikistan since 1997.
Mission East is currently searching for consultant (firm or individual consultant) to do a quick analysis and assess the situation on the ground in terms of WASH and DRR as well as Greening (as a cross-cutting issue ) in the border areas with Kyrgyzstan in Sughd Region.
Implementation modality and Partnerships: Mission East Emergency and Development (MEED) has been operating in Tajikistan for more than twenty years now mainly implementing projects through our local partners and through a self-implementation approach. The organization targets the most vulnerable and marginalized communities and groups in the hardest to reach locations to respond to their unmet needs. One of the main programmatic areas is responding to the high level of disaster risk in remote communities in eastern parts of the country with a focus on Water and Sanitation and Disaster Risk Reduction (WASH & DRR). Provision of clean water and sanitation has direct impact on health and dignity of under-served locations, with resilience building equipping communities to manage the effects of environment and climate crises. We work with communities and partners to achieve:
• safely accessible clean water for drinking and household use,
• accessible sanitation at household and community level,
• improved hygiene behaviours for prevention of disease transmission.
Our WASH activities conform to recognised quality standards and are carefully planned with communities and authorities. Skills transfer for maintenance, facilitation of user agreements where necessary and transfer of infrastructure to local ownership aim to ensure sustainable impact. Environmental impact assessments, selection of low-impact materials wherever possible and attention to resource maximisation (e.g. wastewater recycling) contribute to environmentally sensitive approaches.
The link between WASH and other programme elements and outcomes makes WASH programming highly relevant to household and community resilience. An inclusive approach to design and targeting is applied in rural community contexts.
MEED is therefore envisaging a geographical scale up to the northern part of Tajikistan and namely, the border areas with Kyrgyzstan to support the most vulnerable and hard to reach communities to improve WASH &DRR and promote Greening. We are currently aiming to contract a consultant to do a quick analysis and assess the situation on the ground in terms of WASH and DRR as well as Greening (as a cross-cutting issue ) in the border areas with Kyrgyzstan in Sughd Region.
The objectives of the assessment are:
- Assess the situation on WASH & DRR/Greening, including existing programs/projects to promote WASH & DRR/Greening in the border areas.
- Identify gaps related to the above-mentioned programmatic areas.
- Detect specific geographic locations for MEED’s future potential interventions.
- Discover respective governmental structures to collaborate with.
- Identify other main stakeholders to create synergies.
The outputs/deliverables of this consultancy are:
- A written Inception Report (see details below)
- A final written Assessment Report outlining findings, lessons learnt, best practices and recommendations.
- Annexes to the Assessment Report including data collection and assessment methodology and tools (semi-structured interview questionnaires FGDs if appropriate etc.) as well as lists of respondents with their contact information.
More detail on the objectives and outputs of the consultancy will be discussed after contracting.
Consultancy timeline:
The consultancy has been scoped for 15 days of work with the following provisional schedule:
- To be carried out in July 2024 (more detail to be provided after contracting)
- 7 days of fieldwork with 2 days of desk review, final report preparation and finalization. Up to 2 travel days can be included in the billable days (if applicable).
It is envisaged that the consultancy will start around the 20th of July 2024 and finish on the 10th of August 2024.
Method of work:
To fulfil the objectives of this exercise qualitative assessment method should be employed. The consultant will:
- Develop an Inception Report outlining tools and methodologies to be used and a schedule of field activities. It will be approved by the Mission East Consultancy Manager and act as an agreement between parties for how the evaluation is to be conducted. This Inception Report should include:
- A Work Plan (with accompanying timeframe) for the fieldwork
- Data collection and evaluation Methodology and Tools
- Initial findings from desk review
- Use participatory/consultative methods (including but not limited to focus KIIs, pictures/video diaries, case studies, if appropriate) and should provide details of the approaches/methods to be used.
- Develop and prepare a Final Assessment Report.
Logistical arrangements:
The assessment’s task will be carried in Sughd region of Tajikistan. All logistical arrangements will be the responsibility of the consultant/firm.
