Field Engineer; IPO “Equidev”

JOB PURPOSE: To improve the health condition of the Tajikistan population through WASH behaviour change, adaptation measures to climate change, and maintenance of infrastructure in Schools.

KEY RESPONSIBILITIES: 

• Conduct technical evaluations of schools to implement rehabilitation of water supply, sanitation, and hygiene (WASH) facilities, including rainwater harvesting systems, solar panel installations for water pumping, construction of wetlands to treat grey water and waste (plastic bottles and papers) management.
• Prepare detailed designs and Bill of Quantities (BoQ) for each site.
• Obtain necessary permits for construction and ensure the completion of construction systems.
• Supervise the construction and rehabilitation of WASH systems, including support for tendering, site investigations, and inspections.
• Ensure that all work adheres to Equidev’s and donor guidelines, as well as local statutes, regulations, and standards.
• Monitor construction work to identify problems and develop on-site solutions, ensuring the maintenance of infrastructure.
• Report regularly, both verbally and in writing, to the project team and represent the project to local authorities and government agencies as required.
• Ensure that all work is conducted in a manner sensitive to community needs and gender issues, promoting the full and equal participation of women in all aspects of the work, and ensuring that Equidev’s program fosters peace rather than community division.
• Prepare field reports, internal correspondence, and sections of formal reports under the supervision and review of the line manager.

1. Method of Work

Preparation work:  CEO, and project coordinator will review project documentation with the engineer.   The engineer will review the existing list of target schools and will elaborate a detailed workplan including logistics for the field trips to the different sites and deadlines for the submission of the expected outputs. 

Fieldwork: in line with the above-mentioned workplan, the engineer will travel to each target school where he will make himself known to the WASH and carry out the feasibility study of the identified rehabilitation work, measurement of new sites and collect all relevant data (including GPS coordinates).

Desk work: based on data collected in the field, the engineer will elaborate the designs, cost estimates and detailed specifications of the required materials for each site (including GPS coordinates).  These will be submitted to senior project management and coordinator for review.

Final report: based on feedback from senior project management and project coordinator, the engineer will finalize the designs, cost estimates and detailed specifications of the required materials for each activity.   The final report will include high-quality photos of each proposed site for the activity.

SKILLS AND COMPETENCE: 

• University degree in Civil Engineering, Structural Engineering, Infrastructure Development, Architecture, or a relevant engineering discipline.
• Minimum of 5 years of engineering experience.
• At least 2 years of experience designing local infrastructures and/or rehabilitating schools, latrines, and water supply systems, including WASH facilities.
• At least 2 years of experience working with international NGOs or international companies.
• Strong knowledge of WASH-related activities, design, and estimation.
• Proven expertise in conducting technical surveys and measurements.
• Proficient in general computer skills, including a thorough understanding of the MS Office suite.
• Proficient in AutoCAD and other relevant tools.
• Ability to successfully manage conflicting priorities.
• Good knowledge of Tajik and Russian; proficiency in English is desirable.
• Ability to work effectively in a team environment.
