Background: Strengthening the border management system is an important component of International Organization for Migration (IOM)’s Immigration Border Governance (IBG) portfolio in Tajikistan. The IOM in Tajikistan, through funding from the Bureau of International Narcotics and Law Enforcement Affairs (INL), is implementing a border management project titled “Supporting Tajik Border Forces in Strengthening Border Security in Tajikistan”. The project is designed to contribute to increased security on the Tajikistan-Afghanistan border from irregular movements and public health threats through stronger capacity of the Border Forces of Tajikistan (BFT). It started on 1st of February 2022 and will be implemented until 30th of January 2025 with activities covering all regions of the Republic of Tajikistan.
The project is congruent with the priorities and strategies of all key stakeholders:
- The National Border Management Strategy of the Republic of Tajikistan for 2015-2025.
- The Policy Objectives of the United States’ Strategy for Central Asia 2019-2025.
- The Sustainable Development Goals (SDGs): The project will contribute to SDG 16: Peace Justice and Strong Institutions; and SDG 9: Industry, Innovation and Infrastructure.
The overall project objective is to contribute to increased security on the Tajikistan-Afghanistan border to secure and protect the country’s borders from the illegal movement and irregular migration as well as from public health risks.
Objective of the consultancy: The consultant will be hired as an engineer for IBG Unit of IOM. Within the current ongoing IBG project and joint work-plan of BFT and IOM Tajikistan, and official request of the BFT, IOM Tajikistan is planning number of infrastructure projects such as: construction of watchtowers, rehabilitation of the kennel for service dogs and refurbishment of administrative buildings in border crossing point. Therefore, the consultant will be hired to act as technical advisor and provide engineering support for the IBG program on finalizing the project’s infrastructure components.
Tasks to be performed under this contract:
Under the supervision of the IOM National Program Officer, the Consultant will be responsible to:
- Assist IBG Unit by acting as technical advisor on finalizing the construction of seven watchtowers: quality control, field visits, preparation of handover procedures.
- Assist IBG Unit and Procurement Team in preparing solicitation documents for tendering purposes to select bidder for construction of objects, review bidding documents as per the requirements.
- Monitor physical implementation and provide quality control supervision in construction objects such as watchtowers, dog kennels and renovation of BCP
- Carry out physical verification and ensures all constructions are as per the design drawings.
- Follow-up technically on the construction objects' implementation and ensure that the construction activities are done according to the plans, designs and drawings.
- Act as constant liaison contact with the selected contractors and their representatives to ensure the work is in progress.
- Ensure that all materials used and works performed are in accordance with the specifications indicated in the contract document.
- Provide full engineering support for the IBG program on finalizing the project’s construction components.
Experience and/or skills required
a. Experience
- At least 4 years progressive experience as a design engineer in similar project.
- Working experience with UN agencies, NGOs and/or other humanitarian and development agencies, a distinctive asset.
b. Education
- Degree or diploma in Civil Engineering.
c. Skills
- Timely anticipate, plan and complete the work.
- Available and willing to travel to the project site.
- Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships, both within and outside the organization.
- Experience of working with government officials and community leaders.
- Excellent organizational skills and attention to details.
- Excellent communication and interpersonal skills, team player.
- Ability to work independently, with limited supervision and meet the deadlines.
- Familiarity with the local context of rural Tajikistan.
- Proficiency in Tajik and Russian is required.
