The Asian Development Bank (ADB) is providing assistance to the Government of the Republic of Tajikistan for a long term and sustainable solution to effectively manage the expected increased severity and frequency of disasters caused by natural hazards in Tajikistan. 

The National Disaster Risk Management Program (NDRMP) aims to enhance Tajikistan’s resilience to natural disasters and in doing so will reduce Tajikistan’s socioeconomic vulnerability to natural hazards.  The project is to provide a long-term sustainable solution to manage the expected increased severity, frequency and impact of natural disaster due to a changing climate and increased economic development. 

QUALIFICATION AND EXPERIENCE:

The specialist should have a graduate or postgraduate degree in finance. The specialist must have at least 5 years of relevant work experience and good understanding of finance issues in Tajikistan and must know English language fluently. Working under the Supervision of the Project Director the specialist will:

  1. Responsible for taking care of financing, funds flow arrangements, payments, recording, and monitoring of both ADB and government funds; 
  2. Deal with the verification of the payment supporting documentation from the suppliers and consultants 
  3. Be responsible for accounting transactions of PIG staff salaries, per diem etc.; 
  4. Submit the monthly reports of PIG expenses to Senior accountant; 
  5. prepare the project financial statements according to cash-based International Public-Sector Accounting Standards; 
  6. Meet all requests and requirements for Internal Audit from the CESCD and external audit as designated by ADB; 
  7. Take care of financing, funds flow arrangements, payments, recording, and monitoring of both ADB and government funds; 
  8. Ensure timely preparation of the annual audited project accounts and submission to ADB within 6 months of fiscal year end; 
  9. Cooperate with the Senior Accountant to develop a strategy for guiding and supporting purchase operations made by the PIG in regard to project components; 
  10. report of any requirements as requested by Tax Committee under the government; 
  11. Maintain information on ADB disbursement guidelines, and other resources needed by staff in carrying out disbursements, account operation; 
  12. Coordinate with the Senior Accountant, to develop and implement payment mechanisms and procedures to support purchases of goods;
  13. Assist the ADB Missions, and provide inputs as required. 

WORK LOCATION and DURATION

Work is 100% field based; Specialist is expected to work in project. Home-based/remote work is not eligible for this position.
