Short description: The Project will support Dushanbe in addressing its pressing solid waste management challenges, which is of high importance for the city’s green and sustainable development. Dushanbe’s improved solid waste management will put the city on a long-term track towards cradle-to-cradle economy where resources are reused and waste is minimized.
The Monitoring and Evaluation (M&E) Specialist will assist in monitoring and evaluating Project performance; analyse needs and develop plans for Project monitoring and evaluation; evaluate Project impacts; analyse the existing data collection system and feedback channels that allow collecting quantitative and qualitative information; compare Project progress against the original targets as well as provide suggestions and recommendations to improve the established M&E system for the remaining Project implementation period.
The M&E Specialist will be hired to support the Smart City SUE in monitoring and evaluating Project performance, with direct reporting to the Manager of the PIG under the Smart City SUE.
Qualification Requirements
• University bachelor/master degree in engineering, economy;
• Fluency in written and oral Russian and Tajik, knowledge of English is an advantage;
• At least three (3) years of experience in the capacity of a M&E specialist in charge of tracking and evaluating the implementation of works/services;
• Knowledge in the following areas is preferable and considered an advantage:
- Utility services;
- Construction;
- Economy;
- Financial Management.
• Knowledge of MS Office, including MS Word, MS Excel, and MS Power Point;
• Demonstrated willingness to work as part of a team in a multinational environment.
