Short description:

The purpose of this Call for Expression of Interest (CFEI) is to expand the pool of partners and identify partners for implementation of the following projects:

Ø LOT 1: “Social Assistance to Refugees and Asylum-Seekers in Tajikistan” Project

Ø LOT 2: “Reduction and Prevention of Statelessness in Tajikistan” Project

The CFEI solicits interest from existing or prospective partners that wish to participate in a UNHCR operation and contribute complementary resources (human resources, knowledge, funds, in-kind contributions, supplies, and/or equipment) to achieve common objectives as agreed in a Partnership Agreement.

In line with UNHCR's operational strategic direction, the scope of this CFEI is countrywide and targets refugees, asylum-seekers, stateless people, and those with undetermined nationality or at risk of statelessness. The UNHCR is looking forward to engaging with most successful partner with proven capacity/ies to cover comprehensively project activities across Tajikistan. Organizations can apply for single or both Lots or can limit their proposals to a specific project, component or geographic location. Ability to cover both projects, multiple components and/or larger geographic area will be considered as an advantage during evaluation of proposals.

Following the selection of the partner(s) to implement the project(s), UNHCR will establish a pool of potential partners comprising of recommended partners throughout the duration covered by the CFEI. This pool is created to streamline the partner selection process, ensuring that a pre-identified set of potential partners is readily available. The inclusion into the pool does not constitute an obligation for UNHCR to conclude a Partnership Agreement. The conclusion of a Partnership Agreement with UNHCR and the final project scope are subject to the availability of funds and operational strategic direction.

Applicant organizations should register themselves and make their submissions in English through the UN Partner Portal: www.unpartnerportal.org. Existing UNHCR partners should make sure their profile information is updated. In case of encountering a problem during registration or application, please contact UNHCR at epartner@unhcr.org and copy UNHCR Tajikistan at tjkdu@unhcr.org. Only submissions via the UN Partner Portal within the deadline will be accepted. The applying organizations should submit the complete package listed below:

1.             Concept Note (Appendix C)

2.             Summary Budget Proposal (Annex B)

3.             Staffing Plan, including job descriptions

4.             Financial Management and Internal Control Checklist (Annex D)

5.             PSEA Self-Assessment Form (Annex E)

6.             Partner Procurement Self-Assessment Checklist (Annex F)

7.             Registration Certificate, Statute Copy, Tajikistan TIN (as applicable)

8.             Summary of the Organization’s Experience and Ongoing Programs in Tajikistan (if relevant)

The UNHCR will have an open session for potential partners on May 10, 2024 at the UN premises, located at 39 Aini Street, Dushanbe - where more information regarding the projects and submission process will be made available. Potential partners interested in attending the open session are required to inform UNHCR by email at tjkdu@unhcr.org and will receive further confirmation of the time of the session.

Interested organizations should complete a Concept Note per Project/Lot and submit a complete set of documents by May 24, 2024.
