BACKGROUND
Equidev is an international public organization providing expert development solutions and technical support to advance sustainable development and equitable growth in Central Asia. We are a new, independent organization, originally founded by Oxfam Great Britain (Oxfam GB) —a leading global charity fighting inequality, poverty, and injustice. Equidev partners with bilateral and multilateral agencies, governments, not-for-profit organizations, social enterprises, and the private sector. It is registered as a non-profit international public organization under Tajik legislation.
Equidev is seeking a dynamic and experienced Program Manager to join our team. The Program Manager will be responsible for overseeing the successful implementation of donor-funded projects, ensuring adherence to project objectives, timelines, and budgets. The ideal candidate will possess strong leadership skills, excellent project management abilities, and a passion for making a difference in the lives of communities we serve.
KEY RESPONSIBILITIES
Project Planning and Implementation:
- Develop comprehensive project plans in line with donor requirements and organizational objectives.
- Oversee the effective implementation of projects, ensuring adherence to timelines, budgets, and quality standards.
- Monitor project progress and performance, identifying risks and taking proactive measures to mitigate them.
- Coordinate with project teams, partners, and stakeholders to ensure smooth execution of activities.
Stakeholder Engagement and Relationship Management:
- Build and maintain strong relationships with donors, partners, government agencies, and other stakeholders.
- Collaborate with stakeholders to gather feedback, address concerns, and ensure alignment with project goals.
- Represent the organization in meetings, workshops, and events related to project activities.
Team Leadership and Capacity Building:
- Provide leadership and direction to project teams, fostering a culture of accountability, teamwork, and innovation.
- Supervise and support project staff, ensuring clarity of roles and responsibilities, and facilitating professional development.
- Conduct regular performance reviews, coaching sessions, and capacity-building activities to enhance team effectiveness.
Monitoring, Evaluation, and Reporting:
- Develop and implement monitoring and evaluation frameworks to track project outcomes and impact.
- Collect and analyze project data, prepare regular progress reports, and communicate findings to relevant stakeholders.
- Ensure compliance with reporting requirements of donors and regulatory bodies, submitting timely and accurate reports.
Financial and Resource Management:
- Manage project budgets, expenditures, and financial reporting in accordance with donor guidelines and organizational policies.
- Procure goods and services as per project needs, ensuring transparency, value for money, and compliance with procurement procedures.
- Optimize the use of resources, identifying cost-saving opportunities and allocating resources effectively to achieve project objectives.
Risk Management and Compliance:
- Identify potential risks and challenges to project implementation, develop risk mitigation strategies, and monitor their effectiveness.
- Ensure compliance with donor regulations, legal requirements, and organizational policies throughout the project lifecycle.
- Conduct periodic audits and reviews to assess project compliance and recommend corrective actions as necessary.
Innovation and Learning:
- Promote a culture of innovation and learning within the project team, encouraging experimentation and sharing of best practices.
- Foster knowledge exchange and capacity development initiatives to enhance the organization's expertise in project management and technical areas.
- Stay abreast of emerging trends, methodologies, and technologies in the development sector, integrating relevant innovations into project activities.
QUALIFICATIONS:
- Bachelor’s or master’s degree in a relevant field such as international development, public health, environmental science, or agriculture.
- Proven experience (10 years for bachelor’s degree, 8 years for Master’s degree) in managing donor-funded projects, preferably in sectors such as public health, WASH, agriculture, or climate change.
- Strong understanding of project management principles, including project planning, budgeting, monitoring, and evaluation.
- Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders.
- Fluency in English and Tajik (written and spoken) is required. Knowledge of Russian would be an advantage.
- Proficiency in Microsoft Office Suite.
