GRANT-6022 TAJ: Tourism Development Project
The CTD is implementing Tourism Development Project financed by the Asian Development Bank (ADB).
The project envisages recruitment of National Legal Consultant (CS15).
The National Legal Consultant will provide a legal support for the Committee for Tourism Development under the Government of the Republic of Tajikistan (CTD). In his/her activity the Consultant is guided by this TOR, operational guidelines, the current legislation of the Republic of Tajikistan, the orders of the CTD’s Chairman.
Minimum Qualification Criteria:
The National Legal Consultant is preferred to meet the following qualifications:
- Higher education in law or other related field;
- Work experience in a similar position for about 5 years;
- Experience of judicial representation, excellent knowledge of the current legislation of the Republic of Tajikistan;
- Experience in supporting the entire range of working process;
- Fluency in Tajik and Russian, English is an advantage.
Detailed tasks and/or expected outputs, in brief include:
The National Legal Consultant should perform the following scope of works:
- Analysis of the legislation to improve the activities of the CTD;
- Providing advice to the CTD’s employees on the condition of current legislation of the Republic of Tajikistan and other international legal acts recognized by the Republic of Tajikistan;
- Representation of CTD’s interests in the judicial system, executive bodies, bodies of internal affairs, the tax inspectorate and other law enforcement agencies;
- Preparation and conduct of the legal expertise of treaties, agreements, statutes and other legal acts regulating the activities of CTD, as well as changes in the constituent documents;
- Conduct claims work on the signed contracts (violation of terms or scope of delivery, lack of quality of goods supplied specifications);
- Control over the correct application of the legislation and document circulation in the CTD (orders, instructions, regulations, etc.).
- Perform other tasks of CTD’s Chairman.
Duration of Assignment: Estimated Start Date: __ April 2024 - Estimated End Date: 30 June 2025 with overall Input of 15 person-months;

- Copy of a diploma of higher education;
- Copies of certificates of additional education or participation in seminars and trainings;
