GRANT-6022 TAJ: Tourism Development Project

The CTD is implementing Tourism Development Project financed by the Asian Development Bank (ADB).

The project envisages recruitment of National Tourism Development Advisor to the CTD Chairman (CS14).

The National Tourism Development Advisor to the CTD Chairman will provide institutional support for the Chairman of the Committee for Tourism Development under the Government of the Republic of Tajikistan (CTD). In his/her activity the Consultant is guided by the TOR, operational guidelines, the current legislation of the Republic of Tajikistan and the orders of the CTD’s Chairman.

Minimum Qualification Criteria:

The Tourism Development Advisor is preferred to meet the following qualifications:

Higher education in public administration, economics, political science and management.
Around 15 years' experience, including with strategic planning, policy issues, institutional coordination, capacity development and project coordination;
Strong communication skills, both verbal and written, would be essential.
Strong research, writing and analytical skills, with a demonstrated ability to present complex ideas clearly and succinctly to a range of audiences;
Experience working successfully with international organizations;
Fluency in Russian and Tajik is mandatory. Knowledge of English is an advantage.

Detailed tasks and/or expected outputs, in brief include:

The Tourism Development Advisor should perform the following scope of works:

Provide advice on the strategic, policy, institutional and capacity development of the CTD in frameworks of the Republic of Tajikistan’s legislation related to the tourism development;
Provide advice on the institutional strengthening including: strengthening the structure, staff capacity, and business processes of the CTD and identify priority directions of action related to improving and strengthening of the CTD;
Provide advice for identifying priority investments and policy actions to promote the targeted tourism categories and regions;
Conduct regular analysis of the tourism sector in Tajikistan that also explicitly incorporates the regional context of the country;
Participate in and contribute to the implementation of the Tourism Satellite Account (TSA), Sustainable Tourism Development Plan;
Participation and submission of a proposal for the revision and refinement of the national tourism development strategy and explore possibilities of e-tourism in Tajikistan in the context of the sector analysis and policy review;
Coordinate all projects in tourism area; and
Perform other tasks as requested.

Duration of Assignment: Estimated Start Date: __ April 2024 - Estimated End Date: 30 June 2025 with overall Input of 15 person-months;
