Field Engineer; Equidev

Public organization “Equitable Development”, or “Equidev” for short, is a new International Public Organization (IPO) founded by Oxfam in Tajikistan, and officially registered in the Republic of Tajikistan, in 2021. Headquartered in Dushanbe, Tajikistan, Equidev plans to have business operations across Central Asia and Afghanistan. In the first phase, the company will focus on developing business opportunities in Tajikistan. Oxfam-Equidev will sell consulting and advisory services to full range of aid organizations (bi-lateral, multi-lateral and private foundations), private companies, contractors and social entrepreneurs that are engaged in inclusive development and poverty reduction in the region. Services include assessments, planning, implementation, programme design & development, monitoring, evaluations, research, capacity building, documentation and communication, HR &OD, financial management. Job Title: Field Engineer based in Dushanbe, with frequent travel to the field in Vahdat, Rudaki, Shahrinav, Tursun-Zade districts of DRS, Pyanj, Vakhsh, Bokhtar, Shakhritus, Jaihun, Kulyab, Jomi, Vose, Dusti and Farkhor districts of Khatlon region project sites.

KEY RESPONSIBILITIES:

Technical evaluation of villages and schools, for the implementation of rehabilitation of water supply, sanitation and hygiene facilities.
Preparation of design and Bill of Quantities (BoQ) for each site.
Obtaining permits for construction and completion of construction systems.
To supervise the construction/rehabilitation of the WASH systems, including supporting licensing, tendering, site investigations, site inspections etc.
To ensure that work adheres to Equidev’s and Donor guidelines and aims to meet local statutes, regulations and standards.
To carry out monitoring of construction work to find out the problems and develop solutions in place looking after the maintenance and infrastructure available on the site.
To report regularly, verbally and in writing to the project team and to represent the project to local authorities, and government agencies where requested.
To ensure that all work is carried out in a way that is sensitive to community needs and gender issues. In particular to promote the full and equal participation of women in all aspects of the work and to ensure that Equidev’s Programme is an opportunity for peace making, rather than community division.
To prepare field reports, internal correspondence and sections of formal reports with supervision and review of line manager.

Method of Work

Preparation work: CEO, and project coordinator will review project documentation with the engineer. The engineer will review the existing list of target villages and schools and will elaborate a detailed workplan including logistics for the field trips to the different villages and deadlines for the submission of the expected outputs. No more than two days will be spent in each village and school.

Fieldwork: in line with the above-mentioned workplan, the engineer will travel to each target village where he will make himself known to the WASH and carry out the feasibility study of the identified rehabilitation work and collect all relevant data (including GPS coordinates).

Desk work: based on data collected in the field, the engineer will elaborate the designs, cost estimates and detailed specifications of the required materials for each rehabilitation activity (including GPS coordinates). These will be submitted to senior project management and coordinator for review.

Final report: based on feedback from senior project management and project coordinator, the engineer will finalize the designs, cost estimates and detailed specifications of the required materials for each rehabilitation activity. The final report will include high-quality photos of each proposed site for the rehabilitation activity.

SKILLS AND COMPETENCE:

University Degree in Civil Engineering, Structural Engineering, Infrastructure Development, Architecture, or any relevant Engineering discipline.
5 years of engineering experience.
2 years’ experience designing local infrastructures and/or rehabilitation of schools, latrines, and water supply, including WASH facilities, etc.
2 years of experience working with INGOs or international companies
Sound knowledge of WASH-related activities and design and estimate
Sound knowledge and experience in technical surveys and measurements.
General computer skills, including an understanding of the basic MS Office suite.
Knowledge and experience on AutoCAD and other tools
Successfully manages conflicting priorities.
Good knowledge of Tajik and Russian, English – desirable. Ability to work in a team environment.
