I. GENERAL INFORMATION
The Republic of Tajikistan has received a grant from the International Development Association (IDA) to cover the costs of the proposed Additional Financing for the Public Finance Management Modernization Project - II. The purpose of the Project under the additional financing are:
- the application of Tajikistan public sector financial reporting standards and the automation of accounting processes;
- development of the large state-owned enterprises monitoring system;
- further development of internal audit;
- application of IFRS in the state-owned enterprises;
- further development of the electronic public procurement system;
- further improvement of the human resource management system;
- creation of the appropriate public investment programs monitoring system;
- development of sufficient institutional capacity.
The Ministry of Finance of the Republic of Tajikistan (MoF) is the Executive Agency (EA) of the Project. The Administrative Procurement and Support Team (APST) has been established to implement this Project. The role of the APST is to manage the day-to-day implementation of Project activities, including operational and budget planning, recruitment and deployment of national and the international consultants, procurement of goods, monitoring and evaluation of Project progress, analysis of issues to determine the required actions and reporting to the Project Director and MoF etc.
II. OBJECTIVE OF THE ASSIGNMENT
The Procurement Assistant under the guidance of the Project Procurement Specialist will assist in carrying out procurement activities for the project in accordance with the provisions of the Financing Agreements. To support the implementation of planned activities, the Public Finance Management Modernization Project II intends to hire a Procurement Assistant.
III. SCOPE OF WORK
- Supports actively the Procurement Specialist on procurement related matters during processing and administration missions of WBs and provides quality input, as required, in the relevant progress reports.
- Participate in timely updating of the Project Procurement Strategy for Development (PPSD) and the Procurement Plan to include additional activities or modify as necessary as need arises.
- Assist the Procurement Specialist to prepare GPN, SPNs, REOIs, contract award notices, and ensure their publication through STEP and/or local media and websites.
- Assist the Procurement Specialist to ensure technical teams duly and timely conduct inspection and prepare inspection reports prior to the acceptance of goods, customs clearance, and delivery to the final destination when required.
- Assist the Procurement Specialist to, in consultation with technical teams, ensure effective communication with bidders on procurement/legal related issues, including responding to bidders’ queries, attending bidder conferences, and responding to communications with bidders and receiving bids.
- Assist the Procurement Specialist to ensure timely preparation of bidding documents for acquisition of goods, works and non-consulting services, and the REOI and RFP for consulting services working closely with Project Coordinator to ensure that Terms of Reference or technical specifications are obtained timely from relevant Technical Departments.
- Assist the Procurement Specialist to ensure that procurement processing is timely and follows procedures specified in the World Procurement Regulations and confirm that Procurement activities initiated are in accordance with the approved Procurement Plan.
- Assist the Procurement Specialist in the bidding and selection processing, including organising pre-bid or pre-proposal meetings, coordinating the receipt and opening of bids/proposals/expressions of interest, and the evaluation thereafter.
- Assist the Procurement Specialist to prepare monthly procurement progress report that will include constraints/challenges/issues/deviations from agreed procurement schedules identified and proposed actions to resolve them in a timely manner;
- Maintain complete procurement files and records including all correspondence related to procurement activities and ensure records are uploaded in STEP timely.
- Facilitate the Post Procurement Reviews (PPR) exercise, and follow up implementation of PPR recommendations
- Any other duties that may be assigned by his/her Superiors from time to time in furtherance of the above responsibilities
IV. DURATION OF THE ASSIGNMENT
The assignment begins in April 2024. Initially, the its duration is 1 (one) year, including a trial period of 3 (three) months. The decision to extend the contract is made, based on the performance evaluation, by the Project Director.
V. REPORTING REQUIREMENTS
The Procurement Assistant will report to the Project Coordinator. The Procurement Assistant shall provide the Project Coordinator with the progress reports on a regular basis.
VI. QUALIFICATION REQUIREMENTS
- Higher education in economics, business management, law, healthcare, education, engineering or other disciplines;
- General working experience of at least 3 years in a public or private sector institution with at least 1 year working in procurement related function under the World Bank or Multilateral Development Bank or other IFI financed projects;
- Good oral and written communication skills.
- Proven integrity in handling public resources and in executing duties.
- Good computer skills, knowledge of Word and Excel programs;
- Knowledge of public procurement procedures of the Republic of Tajikistan;
- Advanced computer skills;
- Fluency in Russian, Tajik and English.
VII. CLIENT CONTRIBUTION
The Ministry of Finance will provide the Procurement Assistant with necessary facilities, equipment and furniture. In order to ensure the effective implementation of this assignment the Ministry of Finance will also provide the Procurement Assistant with all relevant Project reports, research materials and documents.
