Background: In June 2022, the “Labour Migration Programme – Central Asia” initiative was launched to promote evidence-based governance of labor mobility within the Central Asian corridor. The project aims at balancing the benefits of migration for migrants and employers, as well as the broader interests of both origin and destination nations. The initiative encompasses six key outcomes:
I. Establishment of Country Coordination Mechanisms involving critical stakeholders to regularly evaluate and refine labor migration policies.
II. Enhancement of services provided by Recruitment Agencies to align with labor market demands.
III. Modification of recruitment practices by employers in destination countries to support ethical labor migration initiatives.
IV. Improvement in the knowledge and preparedness of potential migrant workers through strategic information dissemination.
V. Advancement of financial inclusion for migrants and their families in collaboration with the National Bank of Tajikistan.
VI. Integration of data on return migration into economic and social planning by governments.
With a 48-month duration, the program aims to benefit various stakeholders, supporting Sustainable Development Goals 1, 4, 5, 8, 10, 11, and 12.
Objective of the consultancy: This consultancy is integral to the “Labour Migration Programme – Central Asia” initiative, focusing on enhancing the operational efficiency and market performance of Private Recruitment Agencies (PRAs) and State Recruitment Agencies (SRAs). The consultant will:
- Develop strategies to streamline management processes within SRAs and PRAs.
- Support SRAs and PRAs in reinforcing their market presence, developing robust marketing strategies, and increasing the efficiency and effectiveness of their operations.
- Facilitate and strengthen collaborations between PRAs, SRAs, vocational training institutions and employers abroad.
Tasks to be performed under this contract:
The following delivery schedule outlines the consultancy's key milestones over the six-month consultancy period. This timeline ensures that the consultant will meet the objectives effectively, providing PRA and SRA with the necessary tools and strategies to enhance their interactions and improve overall management and marketing processes.
Month 1: Assessment and Planning
Initial assessment of current practices and performance levels of SRA.
Meetings with key personnel to understand the existing workflow, marketing strategies, and partnerships with SRAs.
Development of an initial report outlining areas for improvement and potential strategies.
Month 2: Strategy Development
Formulation of comprehensive management improvement strategies.
Development of a detailed marketing plan, including digital and traditional channels.
Presentation of strategies to PRA and SRA for feedback and finalization.
Month 3: Implementation Phase I
Rollout of approved management and marketing strategies.
Establishment of communication channels and partnership protocols with SRAs.
Initial workshops and training sessions with SRA and PRA.
Month 4: Monitoring and Adjustments
Monitoring the effectiveness of implemented strategies.
Collection of feedback from PRA staff and SRAs.
Making necessary adjustments to strategies based on feedback and initial outcomes.
Month 5: Implementation Phase II
Continued application of management and marketing strategies.
Further enhancement of SRA partnerships through regular reviews and adjustments.
Second round of workshops and training focusing on long-term sustainability.
Monthly Report Submission:
Submit a monthly report to the International Organization for Migration (IOM) by the end of the month, summarizing progress, challenges encountered, and any recommendations for immediate consideration.
Ensure the monthly reports are concise, yet comprehensive, providing stakeholders with a clear understanding of the consultancy's ongoing activities.
Month 6 marks the conclusion of the consultancy, focusing on a thorough review, final adjustments, and the formulation of strategic recommendations. The final report aims to serve as a comprehensive document that not only highlights the achievements but also guides the organization in its continued efforts to enhance security and risk management post-consultancy. Monthly reporting to IOM ensures transparent communication and facilitates ongoing collaboration between the consultant and the organization.
Management arrangements: The selected National Consultant shall sign a contract with IOM for stipulated assignments. The Consultant will work under the direct supervision and guidance of the IOM assigned staff. The submitted deliverables, which should be provided in Tajik/Russian language, shall be endorsed by the IOM Tajikistan and the Ministry of Labour, Migration and Employment of the Republic of Tajikistan assigned staff.
Experience and/or skills required
a. Experience
- At least 5 years of proven experience in execution of assessment reports on migration policies, legislation and good practices, development of migration strategies/policy papers/legislation, action plans;
- At least 5 years of proven experience in providing capacity building interventions to public administration agencies on migration policy issues;
- At least 5 years of proven experience in developing analytical work in migration-related fields;
- Experience in working with public administration agencies, international organizations and IOM and/or UN agencies in particular.
b. Education
- Advanced degree (PhD or MA) in law, public affairs and/or other social science related areas relevant for the assignment;
- Complementary studies in economics and/or international development will be an advantage;
- Other formal education relevant for the assignment.
c. Skills
- Proven experience in management consulting, particularly within recruitment or similar commercial sectors;
- Demonstrated ability to develop and implement effective management and marketing strategies;
- Strong understanding of the recruitment industry and public-private agency dynamics;
- Ability to analyse market trends and translate them into actionable strategies;
- Excellent organizational skills and attention to details;
- Ability to work independently, with limited supervision and meet the deadlines;
- Excellent skills in web research and data verification;
- Familiarity with the local context of rural Tajikistan;
- Strong computer literacy in using the Microsoft Office package;
- Excellent communication skills;
- Works effectively with donors, local authorities, beneficiaries and the broader community to advance country office or regional objectives;
- In-depth knowledge of the broad range of monitoring and evaluation tools dealt with by the Organization;
- Proficiency in Tajik and Russian languages; English proficiency is an asset.
