- BACKGROUND
Aga Khan Health Services: With community health programs in large geographical areas in Central and South Asia, as well as East Africa, and more than 200 health facilities including nine hospitals, the Aga Khan Health Services (AKHS) is one of the most comprehensive private not-for-profit health care systems in the developing world. Building on the Ismaili Community's healthcare efforts in the first half of the 20th century, AKHS now provides primary healthcare and curative medical care in Afghanistan, India, Kenya, Pakistan, and Tanzania, and provides technical assistance to the government in health service delivery in Kenya, Syria, and Tajikistan.
The Aga Khan Health Service, Tajikistan is looking for a qualified candidate for the position of Human Resource Officer based in Khorog. Under the supervision of the Human Resource Manager, the incumbent is expected to fulfil the following duties and responsibilities:
- MAIN DUTIES AND RESPONSIBILITIES:
Recruitment:
- Ensure all staff have valid employee contracts and job descriptions.
- Provide support in recruiting process with advertising, collecting application forms, arranging pre-employment checks and tests, interviewing process.
- Coordinate orientation/on-boarding process for new staff and exit procedure.
- Timely preparation of bi-weekly personnel information for payroll and all HR administrative matters in collaboration with Finance department
- Assist HR Manager to support managers on-time completion of performance and talent development process.
- Consolidate Performance Development Plans and in coordination with HR Manager to execute Learning and Development Plan
- Ensures compliance with local labor law regulations for all staff matters
- Maintains up-to-date and accurate personnel records and make all necessary administrative arrangements.
- Manages sensitive and confidential matters like employee relations, and organizational changes, planning and protecting the security of information, data and files
- In coordination with Head of HR encourage, maintain, and advise employees on maintaining effective employee relations and ensuring effective communication of institutional policies
- Assist HR Manager in mainstreaming of AKHS/HR procedure and process into offices
- Assist HR Manager in collecting data and information for various HR reports/presentations
- Provide qualiry support to staff in all other HR matters
- Proactively learn and understand all AKHS policies, and including Safeguarding policies and procedure
- Stickly follow and maintain requirements of AKHS Safeguarding policies and procedures.
- Perform any other duties assigned by Line Manager.
SPECIFICATIONS (MINIMUM REQUIREMENTS)
Education:
- Bachelor’s degree in management, Social Sciences, Human Resource Management, Economics, or related field.
- Master’s degree or Certification in Human Recourses Management would be an added advantage.
Experience :
- Minimum of 3-5 years of HR management experience including exposure to working in an international environment.
Skills:
- Highly analytical with proven problem -solving skills.
- Customer service oriented, recognizing the importance of client services.
- Proven ability to work effectively on a team, providing support to other team members.
- Ability to deliver training and good presentation skills
- Ability to work independently.
- Excellent written and verbal communication in English, Fluent in Tajik, and Russian
Technical Skills:
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of HRIS.
Personal Characteristics:
- Be respectful, must maintain confidentiality, well organized and proactive
- Honest, sincere hardworking, committed to organization and a good team player
