The Republic of Tajikistan has received financing from the Islamic Development Bank toward the cost of the “Improvement of Water Resources Management in Khatlon Region Project” TJK-1013, and intends to apply part of the proceeds of this financing to eligible payments under the contract of staff of Monitoring and Evaluation Specialist for which this Expression of Interest is issued.
The services include providing of technical support in the implementation of the relevant part of the project, in the PIU MoF in Dushanbe and on regular field trips to the project sites.
The Monitoring and Evaluation Specialist’s duties include, but are not limited to, the following functions and responsibility:
- Overseeing the monitoring and evaluation of the “Access to Islamic Finance” component according to the subject component terms and conditions, including the collection, synthesis and analysis of relevant data to report on the progress of the project, and preparation (contribution to) the necessary reports (for example, reports at the national level, semi-annual reports on the progress of the project at the regional level, annual project progress report, mid-term evaluation, project completion report, etc.) for PIU MoF and Islamic Development Bank. To conduct this task the Specialist shall work closely with implementation staff and consultants, the Participating Financial Institutions (PFIs) and project stakeholders;
- Coordinating roles and responsibilities of project stakeholders in collecting, analysing and communicating project data and results;
- Establishing and maintaining project database/s for the purposes of monitoring, evaluation and reporting on project progress in accordance with the Project Results Framework;
- Providing timely updates to the Director/Project Coordinator at PIU MoF on project implementation and progress, and advice on M&E in order to ensure adaptive management;
- Monitor and evaluate the outputs and outcomes of the Access to Finance component of the project and submit quarterly reports to IsDB;
- Reporting to the Project Implementation Unit will process the disbursements from IsDB and account payments to the partner financial institutions through the Special Account;
- Conducting field visits to partner financial institutions in order to raise or address any issues faced by the partner financial institutions;
- Prepare technical aspects of relevant TORs for M&E activities in the project working closely with other project staff and consultants as needed;
- Oversee implementation of relevant consultancies in project M&E, and other areas as requested by the Director/Project Coordinator at the PIU MoF;
- Assisting the Director/Project Coordinator at PIU MoF in preparing project outreach materials, e.g., presentations, project descriptions.
The implementation period of the project ends on June 30, 2024. The estimated start date of assignment is February, 2024.

The State Institution “Project Implementation Unit for Access to Green and Rural Development Finance” under the Ministry of Finance of the Republic of Tajikistan (PIU MoF) now invites eligible candidate to indicate their interest in providing the services. Interested candidates must provide specific information which demonstrates that they are fully qualified to perform the services.
The shortlist will be drawn up following the evaluation of CVs and useful information in response to this notice of expression of interest including references. Potential candidates will be required to provide information on their general qualifications, their mission-relevant experience, their experience in the region and sector as well as their language ability.
A candidate will be selected in accordance with the selection method applicable to Individual Consultants as defined in the IsDB Guidelines for the Procurement of Consultant Services under IsDB Project Financing (April 2019 edition)
Minimum Qualification Requirements:
- Higher education in monitoring, evaluation and project management, for example, economics, political science, water use and irrigation, natural resource management, business administration, etc.
- At least three years of relevant experience in monitoring and evaluating projects in recognized international organizations or donor-funded projects;
- Experience in delivering trainings (and developing relevant materials such as manuals, presentations, etc.) to a variety of audiences (such as rural populations, government officials and professionals, NGOs);
- Knowledge in agriculture, environment, rural development, community development, and microfinance will be an advantage;
- Excellent communication skills, including reporting, and interpersonal skills, teamwork skills;
- Fluency in written and verbal Tajik and Russian, knowledge of English is an advantage;
- Computer skills (MS office, MS Word, MS Excel, Power point, Internet E-mail etc.), experience in creating and maintaining databases will be preferable.
