Country Project Officer

Background:

Project Summary:

The regional project “Sustainable In-country Capacities and Inclusive locally-led Initiatives for Peaceful Natural Resource Management and a Resilient Fergana Valley” (hereafter - project) began in December 2023 and will run till December 2025. The project aims to foster an enabling environment for inclusive, locally led civil society  initiatives with cross-border and regional scope and the potential for effective Natural Resource Management (NRM) in the Fergana Valley. The project is designed to empower local actors individually by building their institutional and operational capacities tailored to their unique needs, and at a collective level to foster communities’ engagement in Integrated NRM processes through complementary local advocacy initiatives and create an inclusive environment for cooperation and dialogue.

Assignment:

Acted is looking for committed and motivated development professional, with a background in civil society engagement who would like to build a career within the organisation under the direct supervision of the Regional Project Manager, the Country Project Officer will be responsible for:

• Coordinate and implement day to day project activities in Tajikistan with stakeholders ensuring that technical quality and standards are considered and respected during project(s) implementation;
• Ensure project activities in Tajikistan are on time, target and budget, using effective M&E systems to reach desired impacts;
• Assist the Regional Project Manager to anticipate and mitigate risks and issues, and trouble-shoot any unforeseen challenges during the project implementation;
• Provide regular and timely updates on progress and challenges to the Regional Project Manager and other team members;
• Plan and coordinate project activities in Tajikistan within STREAM programme, implemented by Acted, to avoid duplication of activities and quality of project(s) implementation;
• Ensure project records and documents, in particular documents that proof completion of activities in Tajikistan (beneficiary lists, minutes, completion certificates, attendance sheets, etc.) are adequately prepared, compiled and filed according to Acted procedures and donor specific procedures;
• Help maintaining a beneficiary master database containing all beneficiary registration and baseline information as well as the project activities from which the beneficiaries benefitted ensure the data is protected from misuse in line with Acted’s data protection policy;
• Provide support to partners in project implementation and ensure timely and qualitative implementation of projects by partners in line with Acted and donor requirements
• Hold review meetings with partners in Tajikistan, with particular attention given to the relationship aspects of partnership collaboration, and ensure that any issues or disputes are resolved in a timely manner.
• Participate in the procurement planning processes, launch procurements required for the project in Tajikistan in a timely manner, and follow procurements closely in collaboration with logistics;
• Any other tasks assigned by the Regional Project Manager & the Country Director.

Qualification requirements

• Bachelor’s degree in development studies, in civil/social sciences, gender studies or another relevant field with at least 5 years of professional experience; Master's degree or higher is a distinct advantage;
• Solid knowledge on civil society strengthening, enhancing civil society capacity to access and use socio-economic data, and related issues in Tajikistan;
• She/he should have an experience in project implementation in Tajikistan with preferable professional experience in other Central Asian countries;
• Experience working with EU funded projects will be an advantage;
• Experience working with international non-governmental organizations is an asset;
• Experienced in drafting reports, studies etc.
•  Experience with setting up monitoring systems;
• Experience working with relevant national bodies is an advantage;
• Commitment to ensuring accountability and transparency in all activities and decision-making;
• Strong managerial skills, including result–oriented management, strategic planning, project cycle management, human resources and financial management skills; experience in steering and mentoring;
• Excellent analytical skills and attention to details;
• Strong interpersonal, intercultural, networking and communication skills;
• Autonomous, flexible, solution-oriented and motivated;
• Fluent in English and Russian. Knowledge of Tajik will be an advantage;
