Duration: 12 months, with possibility of extension subject to performance of candidate.

The center designed to promote economic growth and development in the region by fostering innovation and entrepreneurship. It aims to create a supportive environment for Tech startups and small businesses to thrive, and to encourage the development of new technologies and solutions to address local and global challenges.
Pamir Tech Park is currently looking for an experienced Impact Source Manager for
the UNICEF-funded Project. The project aims to scale up the Impact Sourcing model in GBAO by improving regional and international networking, developing contextualized training programs for digital skills, and providing job opportunities for marginalized youth.
Job Summary:
The Impact Source Manager will be responsible for providing technical assistance and advisory services to the Project Manager and project staff on various aspects of the project, including regional and international networking, advocacy, stakeholder consultation, and impact sourcing model improvement. The Consultant will work closely with the project team and local, international partners to provide strategic guidance and technical expertise to ensure project objectives are met.
Responsibilities:
• Provide technical assistance and advisory services to the Project Manager and project staff on various aspects of the project, including regional and international networking, advocacy, stakeholder consultation, and impact sourcing model improvement.
• Conduct research and analysis on the latest trends and best practices in impact sourcing and digital skills training, particularly in the context of Tajikistan and GBAO.
• Provide strategic guidance and technical expertise to the project team and local partners in developing and implementing project activities, including the development of contextualized training programs, stakeholder consultations, and networking activities.
• Facilitate networking and partnership-building activities with regional and international organizations, private sector companies, and other stakeholders to attract new companies to hire youth from Tajikistan.
• Provide technical assistance in developing visibility campaigns to reach more youth and advocate for providing outsourced/impact sourcing modality in other regions.
• Provide technical assistance in monitoring and evaluating the effectiveness of the project activities and adjust as necessary.
• Regularly report on progress and challenges to the Project Manager and collaborate with other project staff to ensure project objectives are met.
Qualifications:
• Master's degree in Business Administration, International Development, or a related field.
• At least 5 years of experience in providing technical assistance and advisory services in the field of impact sourcing, digital skills training, youth employment.
• Extensive knowledge of the social, economic, and political context of Tajikistan, and experience working with local communities and stakeholders.
• Familiarity with the latest digital technologies and trends in the job market, particularly in outsourcing and impact sourcing.
• Excellent analytical, research, and writing skills, with a strong ability to synthesize complex information into clear and concise reports and recommendations.
• Excellent communication, negotiation, and presentation skills.
• Fluent in English, Tajik, and Russian languages.
• Strong organizational, planning, and coordination skills.
• Ability to work independently and as part of a team.
Requirements:
• Ability to work in a fast-paced, dynamic environment and handle multiple tasks simultaneously while meeting tight deadlines.
• Experience in project management, including planning, implementation, monitoring, and evaluation of projects.
• Strong interpersonal skills, with the ability to work collaboratively and build effective relationships with project staff, partners, and stakeholders.
• Familiarity with the principles of adult learning and experience in delivering capacity-building training to diverse groups of stakeholders.
• Strong computer skills, including proficiency in Microsoft Office Suite, digital communications, and data analysis tools.
• Experience in providing technical assistance and advisory services to government agencies, private sector companies, and civil society organizations.
