Medecins sans Frontieres (MSF) is an independent medical international humanitarian association that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural or man-made disasters. MSF is working in Tajikistan in the field of Tuberculosis and Penitentiary intervention project. Our projects focus on providing treatment and support for children suffering from MDR Tuberculosis (TB) and their families based in Dushanbe and Zero TB Project based in Kulob.
MSF is currently looking for a qualified, capable, flexible and motivated person for the position of Health Promoter IEC Officer for Zero TB Project based in Kulob. Job Location: Kulob, Tajikistan.
Main Purpose:
In close collaboration with the HP IEC Supervisor, implement Health Promotion/IEC (Information, Education and Communication) activities with patients and local population to raise their knowledge and skills on relevant medical topics.
Accountabilities
- Inform patients and communities about Médecins Sans Frontières (MSF) and services it provides.
- According to medical priorities, deliver information to the patients and community on specific health topics
- Implement activities of health education and awareness (sessions in schools, mosques, community), under the indications and supervision of the HP IEC Supervisor.
- Under the guide of HP IEC Supervisor, assess the impact of activities (with questions, verifications and behaviors observations), and report problems, success and constraints to him/her.
- Collect all type of information related to specific health and living conditions of the population, in particular to identify the most vulnerable populations to target.
- Report to HP IEC Supervisor: activities, problems met strengths and constraints.
MSF Section/Context Specific Accountabilities
- Assess along with the MSF team the current knowledge, understanding and perception of TB infection and disease among the beneficiarties and vulnerable groups, with special focus on healthcare fascilities involved in the project mission.
- Plan and implement (participatory) activities for general health education and awareness among the beneficiarties and vulnerable groups and general population in Dushanbe in collaboration with MOH partner.
- Plan and implement (participatory) activities for awareness, knowledge and reducing stigma regarding TB infection and TB disease, treatment and services available for TB among the beneficiarties, vulnerable groups and general population in Dushanbe in collaboration with National TB Program (NTP)/ Ministry of Health (MoH) partner.
- Plan and implement (participatory) sensitisation activities in targeted venues to raise awareness and knowledge amongst different population groups about TB infection and disease as well as co-infections, reduce stigma, and increase access to medical, social and monetray TB services.
- Plan and implement (participatory) sensitisation activities and traninings to MoH staff, MSF medical and non-medical staff as well as prison staff.
- Partcipitate in the creation of various and community engaging tools for TB awareness campaigns, such as radio dramas or other (social) media, in coordination with line manager.
- Participate in creation, updating and regular distribution of context specific IEC material for TB as well as associated health issues, in coordination with line manager and collaborating with MOH/NTP partner.
- Support the health promotion and design of other relevant materials according to the need.
- Collect information related to living conditions and challenges faced by TB patients and vulnerable populations that might impact their ability to access or follow treatment, and share with the MSF medical team and the Mental Health (MH) department.
- Assess the impact of health promotion activities using different tools (questionnaires, interviews, behaviours and observation) and report to line manager.
- Supporting the bridging of information about health-related gaps, needs and ressources between beneficiaries, communities and MSF services.
- Report challenges faced in planning, implementation, and monitoring of all health promotion activities with possible mitigation strategies to the line manager.
- Write monthly reports of activities performed.
- Regularly participate in training, supervision and team meetings.
- Reports Red Flag incidences to line manager.
- Establish and maintain contact with other actors providing health promotion or social assistance in the areas of work and share information with the MSF medical team and the MH department.
- Collaborates with MH department to coordinate health education activities between counselors and HP.
- Regular exchange and close collaboration with the HP department in Kulob.
- Trust building and networking towards beneficiaries, communities and MSF services.
- Represent MSF in all engagements with MOH, other NGOs and community leaders.
- Supervising and coordinating the daily activities of the CHW.

Salary: Gross salary is 4690 TJS.
