BACKGROUND
The Public Organization ‘Mountain Societies Development Support Programme (MSDSP)’, a project of the Aga Khan Foundation Tajikistan (AKF) is active in the Republic of Tajikistan since 1993. Currently the programme operates in four regions of Tajikistan – GBAO, Khatlon, Districts of Republican Subordination (Rasht Valley) and Sughd. MSDSP works in close cooperation with local Government and other donor and development partners to contribute to improvement of quality of life in rural Tajikistan by fostering: i) effective participatory governance through institutional development of community-based organisations, ii) sustainable agricultural production and climate resilience, iii) improved and expanded public and private services for socio-economic development.
PROJECT BACKGROUND
The premise of the pilot project with the overall goal of fostering sustainable peace, security and prosperity through improved dialogue between state and citizens and youth socio-economic inclusion in five target districts of Gorno-Badakhshan Autonomous Oblast (GBAO) of Tajikistan is based on the following four key pillars: (i) action research on the key drivers of instability; (ii) capacity strengthening of and equipping state actors and youth with both evidence and tools for effective engagement and collaborative approach to conflict and violence prevention and resolution; (iii) creating employment opportunities and livable wage jobs for youth (men and women between ages 18 to 35); and (iv) documentation and dissemination of learnings with key development stakeholders in Tajikistan.
To implement the project activities, MSDSP is looking for a highly motivated Youth Entrepreneurship and Employability Skills (YES) Facilitator. The incumbent will be based in MSDSP’s office in GBAO/Khorog. The YES Facilitator will report to MSDSP’s Social YES Mobilizer and work in close collaboration with MSDSP’s YES Coordinator to ensure efficiency, effectiveness in the project implementation. He/She should have demonstrated ability to implement project in different situations, high mobility with frequent travel to field and flexible to align YES Programme with MSDSP’s broader Work and Enterprise priorities.
Duties and responsibilities:
- Participate in YES TOT (Training of Trainers) Programme organized by MSDSP.
- Together with the project staff help adapt the YES Programme to local context, considering knowledge, skills, attitudes, and values of residents in project locations during implementation of the YES package.
- Assist in coordinating within MSDSP on further upgrading the YES Package (translation etc.) and pathways for youth graduates to decent work or learning.
- Facilitate, organize, and deliver the YES training in an effective and timely manner to achieve project’s goals and targets.
- Lead pre- and post-training assessments of beneficiaries using the YES Learning Framework to measure progress towards 21st century knowledge, skills, values, and attitudes.
- Contribute to the improvement of the training package on an ongoing basis, through collecting feedback from beneficiaries, partners, and assessment of the learning outcomes.
- Identify and report key issues and lessons that can improve YES roll-out and scale-up.
- Ensure inclusive and gender equal participation of beneficiaries in YES trainings.
- Provide progress reports on the conducted activities to the Social YES Mobilizer.
- Provide mentoring for two months for the winners of seed grants to start/expand their businesses. Mentoring includes support in developing a sustainable business model and business expansion strategies.
- Ensure the safeguarding requirements are met in the process of project implementation and monitored accordingly.
Required Qualifications and Experience
Education:
- Higher education or bachelor’s degree in economics, finance, marketing, business and management or other relevant areas.
Skills and knowledge:
- Demonstrated capacity in developing/adapting and assessing training materials for adolescence and youth from marginalised backgrounds. Experience in delivering similar trainings and programs with adolescent and youth in urban and rural areas of the country.
- Excellent written and verbal communication skills in Tajik and English languages.
- Strong proficiency in using Microsoft Office applications.
Experience:
- At least 3 years of experience in designing and delivering trainings on social entrepreneurship, Social Media Marketing (SMM), design thinking, developing soft skills, employability skills and/or other relevant areas.
- At least 2 years of entrepreneurship experience.
Assets:
- Ability to work independently with a team player attitude.
- Ability to think critically, to identify and manage risks.
- Ability to communicate effectively.
