About the Policy Innovation Facility
The Policy Innovation Facility (PIF) aims to build capacity of government officials in Tajikistan to formulate and implement economic policy reforms. This initiative will develop a high-capacity facility to help the governments of both countries to solve their strategic as well as some burning tasks in such areas as trade and investment policy, private sector development, access to finance, business environment reforms, and support of key sectors.
The Facility through its networks of international and local consultants will support the Government champions (ministries and agencies) in providing a tailored advice and assisting in implementing different high-profile types of assignments, which will become the Facility’s projects. The Facility will help to ensure that the wide range of efforts aimed at implementing commitments all adhere to high standards of rigor and credibility. It will also help ensure that progress toward such commitments is assessed, reported, and communicated in generally comparable ways, thus enabling tracking and management of outcomes across the country and/or relative to national targets.
TA project objectives
The project aims at achieving the following objectives:
- To review development aid coordination in Tajikistan in two dimensions: G2D and D2D (government-to-donor, donor-to-donor) and assess its effectiveness.
- To support and improve the dialogue between development partners and Government of Tajikistan on development aid coordination by means of producing practical set of recommended measures.
STTAs’ key objectives
- Carry out a comprehensive review of the current mechanisms of aid coordination and management in Tajikistan within the broader framework of the Paris Declarations and Pacific Principles of aid effectiveness, conventional aid coordination mechanisms and national aid policies and identify areas for improvement.
- Produce a review report with detailed recommendations to improve existing aid coordination mechanisms that is suitable for enhancing coordination, monitoring and alignment of aid to Tajikistan’s National Development Strategy.
Expected deliverables
- Support/inputs to the international STTA in the development of relevant sections of the Review and other products within the requirements of the TA project
- Collect necessary information and arrange consultations with specialists and experts.
- Arrange meetings with the relevant stakeholders and events envisaged by the TA project.
Duties and responsibilities
The national expert is accountable to the TA project Team leader - the international STTA.
- Participate in regular project working meetings at the request of the project TL, or senior staff of the PIF Programme.
- Input background/context of development aid coordination in Tajikistan over the past 10 years
- Input background on the DCC and its evolution over the past 10 years
- Lead the set-up/ organization of meetings and join conversations of international expert with the DCC members, other development partners and selected Government of Tajikistan representatives.
- Lead the set-up/organization of the DCC session dedicated to presentation of the review findings, contribute during the presentation.
- Contribute to the set-up/organization of the tailored dialogue session with the Government of Tajikistan dedicated to presentation of the review findings; contribute during the presentation
- Ensure constant availability, both during and after business hours, as needed.
- Ensure collection of statistical, financial, legislative and other information, as well as the necessary documents required by the project TL (international STTA) for the successful and timely implementation of the TA project.
- Organize and participate in the meetings with relevant stakeholders, statistical authorities, development partners and other organizations and institutions to obtain required information.
- Facilitate effective communication of experts with PIF, FCDO Client and other stakeholder for smooth implementation of the TA project.
Qualification requirements for the national STTA
- A degree in economics, business or public administration, international relations, or other related fields
- Excellent understanding of the development aid policy and its setup in the country
- In-depth knowledge of the development actions of the donor community operating in the Republic of Tajikistan, its role in the economic reforms, and specific problems and potentials
- Excellent connections/network with key ministries, departments and agencies, key development partners, consulting companies and other government entities.
- Experience in working with ministries, departments and agencies involved in the development aid operations in Tajikistan.
- Ability to organize meetings with government officials in conditions of their busyness and unwillingness to cooperate
- Ability to obtain required and credible information of good quality and on time
- Knowledge of English, Russian and Tajik languages.
Level of effort
Number of workdays allocated to the national STTA to complete this assignment:
- 30-40 workdays subject to agreement and financial offer.
- Payment is made according to the schedule of the Terms of Reference of the project, subject to the provision of deliverables at good quality, on time and after its approval by DAI and FCDO.
