POSITION TITLE: Monitoring Evaluation and Learning (MEL) Manager (Bokhtar)
LOCATION: Bokhtar/Qurghon-teppa zone, Tajikistan
REPORTS TO: USAID ACAT Chief of Party
PROGRAM SUMMARY:
Funded by USAID, the Agribusiness Competitiveness Activity in Tajikistan (ACAT) will increase the competitiveness, inclusiveness and resilience of the country’s market systems. Winrock International (Winrock), together with subcontractor Making Cents International (MCI), implements ACAT using a market-driven, private sector-led approach to stimulate economic growth, increase employment, and improve livelihoods, by enhancing the competitiveness of micro, small, and medium enterprises (MSMEs) in the dairy and horticulture sectors, primarily in the Khatlon region. Opportunities for MSME expansion and diversification include leveraging Khatlon’s off-season production capacity, attaining price premiums for improved quality and value additions, and improving dairy productivity and aggregation of milk to enhances food safety.
ACAT has three objectives:
- Objective 1: Diversify the agricultural sector to include higher-value commodities and value-added products
- Objective 2: Strengthen linkages between aggregators, wholesalers, exporters, and international and domestic end-markets
- Objective 3: Partner and leverage resources to catalyze systemic change in the agribusiness sector
ACAT operates in South Khatlon province in the 13 districts of Khuroson, Yovon, A. Jomi, Kushoniyon, Levakand, Vakhsh, J. Balkhi, Dusti, Jaihoon, Panj, Qubodiyon, Shahritus, and N. Khusrav.
Winrock is seeking a MEL Manager to oversee the collection, cleaning and assessment of the project’s data.
ESSENTIAL RESPONSIBILITIES:
- Implement the project MEL plan and develop systems to track overall project activities, outputs, and data;
- Lead data analysis and reporting, including providing performance data for monthly, quarterly, and annual reports;
- Support ACAT in developing comprehensive reports and build the ‘Learning Culture’ within the ACAT team, make sure to implemental project learning activities and adapt project interventions based on the information captured through MEL activities;
- Oversee data quality analysis (including field visits, spot checks to assess data accuracy and backup documentation) and data management to promote evidence-based programming;
- Ensure that all data submitted to USAID meets donor requirements and includes a narrative that documents data sources, assumptions, deviations from prior reports, and other potential data issues;
- report and build the ‘Learning Culture’ within the ACAT team.

- Participate in project strategy sessions and annual work planning exercises;
- Revise the MEL Plan as necessary;
- Design data collection surveys and other M&E tools;
- Manage DevResults database, conducting regular data quality checks;
- Train staff on MEL-related topics as needed;
- Other duties as assigned.
QUALIFICATIONS AND BACKGROUND:
Education:
- Degree in business, international development, agribusiness, or related field
Work Experience:
- Minimum 6-8 years’ managing and implementing complex M&E systems for international development projects, preferably with USAID
- Proven record of designing and implementing data collection tools including surveys
- Experience managing large M&E databases and conducting timely data analysis and developing reports.
Personal Skills & Abilities;
- Excellent management, communication, and organization skills are required.
- Excellent computer skills (word-processing, spreadsheets, and databases) are required.
- Excellent data analysis and data management skills.
- Fluency in English, Tajik & Russian and strong written English is required.
