The Republic of Tajikistan has received a Grant No.2000004127, Loan No.2000004129 and additional Grant No.2000004127 from the International Fund for Agricultural Development (IFAD) to implement the Community-based Agricultural Support Project 'plus' (CASP+).
CASP+ is a response to the challenges faced by rural populations in Tajikistan to cope with increasing climate change impact exacerbating the underlying socio-economic vulnerabilities and lack of income opportunities. The project capitalizes on the opportunity to use financing from IFAD, GCF and FAO. The investment options build on the priorities defined in the IFAD Country Strategic Opportunities Programme (2019-2024) (COSOP) and on the specific request for climate sensitive investments addressed to both IFAD and FAO from the Committee on Environment Protection (CEP), the National Designated Authority (NDA) to the Green Climate Fund (GCF).
The overall goal of the project is to contribute to the country’s shift towards low emission sustainable development pathways and climate-adaptive agricultural production practices. CASP+ development objective is to increase resilience of ecosystems and adaptation of livelihoods in rural areas affected by climate change. The project will achieve the objective by strengthening public sector capacity for transformative climate-resilient governance of natural resources, improving community planning and access to investment resources for ecosystem management and climate adaptation, supporting through market-based approaches the diversification of livelihoods as element of climate resilience.
Tasks and Scope of Services
The Project Assistant will be responsible for:
- Provide administrative assistance in general project implementation and management including drafting correspondence, taking of minutes and making travel arrangements;
- Assist the Project Coordinator to draft necessary strategic documents concerning project planning and implementation;
- Assist the Project Coordinator on technical and administrative coordination of the Project components;
- Assist the Project Coordinator in the preparation of schedules, briefing materials, scene setters and briefings;
- Assist Project team in developing appropriately public information documentations and events and produce reports highlighting program developments, achievements and success stories;
- Plan and arrange regular meetings of Project Coordinator with implementing agencies and with other partners when necessary;
- Liaise with relevant members of staff of the CEP CIIP, and consultants to ensure efficient and timely implementation of the planned activities and timely submission of reports;
- Administration of the office, including maintaining records and files, reporting as well as supervision and planning of activities of translators and drivers of the regional office;
- Provide secretarial work regarding translation of administrative correspondence and contracts;
- Organizing mission visits, logistics, meetings and mission support;
- Accept goods for further distribution to Project beneficiaries in composed of commission;
- Undertake any other project related activity/task assigned by CEP CIIP Project Coordinator.
4. Qualifications and Experience
The specialist must have the following qualifications:
- University degree in a field related to economics, development studies with a specific academic background related to climate, agriculture, natural resources;
- At least 3 years of working experience in rural development, human resources, economics, law or related fields;
- Fluency in Tajik and Russian languages, knowledge of English is an advantage;
- Excellent analytical, organizational and communication skills;
- Experience with donor funded projects/programs is an advantage;
- Computer skills (MS office, MS Word, MS Excel, Power point, Internet E-mail etc.) is required.
Specialist will be selected according to the procedures set out in IFAD’s Procurement Manual (September 2010 edition).
