Head of the Technical Group for the Establishment of a Strategic Purchasing Structure for PHC Services

Objective – support for the implementation of effective mechanisms for purchasing medical services, coordinating the work of all parties involved and achieving the project's goals.

University degree in economics, finance, health care management or related disciplines.
At least 5 years of experience in healthcare project management, strategic purchasing or healthcare financing.
At least 3 years of experience in leadership positions, ability to effectively manage a team and projects.
Ability to analyze data, develop effective solutions and strategies.
High level of negotiation and presentation skills.
Fluency in Russian and Tajik; knowledge of English is an advantage.

PHC Service Quality Assessment Specialist

Objective – assessment specialist who will be responsible for developing quality control mechanisms for health services, monitoring standards of care and improving clinical processes.

University degree in medicine, public health or health administration.
At least 5 years of experience in the healthcare industry, preferably in healthcare quality assurance.
Experience in developing and implementing quality management systems for health care services.
Competent in the application of national and international standards of health services.
High analytical skills and strategic thinking.
Experience of interaction with government agencies and international organizations.
Experience in conducting trainings and seminars.
Fluency in Russian and Tajik, knowledge of English is an advantage.

Health Financing Specialist to Establish a Strategic Purchasing Structure

Objective - develop a strategic purchasing structure, determine staffing and budgeting for this structure.

University degree in finance, economics, healthcare management or related field.
At least 5 years’ experience in finance and purchasing.
Experience of work with public procurement or financing in the health sector would be an asset.
Proficiency in financial analysis and forecasting techniques.
Experience of work with the procurement regulatory documents.
Knowledge of automated procurement management systems and strategic purchasing.
Strong communication and analytical skills.
Fluency in Tajik and Russian languages.
Fluency in English would be an asset.

Lawyer

Objective – develop a strategic purchasing structure and to develop and revise the regulatory framework and manage contractual cooperation for the implementation of a Strategic Purchasing Structure of the primary health care services.

University degree in law in the field of civil, administrative or contract law;
At least 5 years’ experience as a lawyer preparing legal documents, studying and analyzing legislative instruments, drafting contracts, legal agreements in the field of contract law, including public procurement or medical law;
Experience in drafting and supporting contracts in the field of healthcare or public procurement;
Knowledge of civil, administrative and financial legislation;
Knowledge of international standards of contract regulation and procurement activities;
Experience of interaction with governmental authorities and international organizations;
Skills to analyze regulatory documents and develop legal recommendations;
Experience in judicial and pre-trial dispute resolution procedures;
Communication, negotiation and legal analysis skills;
Fluency in Tajik and Russian languages. Fluency in English would be an asset.

IT Specialist/ Digitalization of the PHC Purchasing System

Objective – to support with: Objective 1: Establish and maintain an integrated IT system that supports claims processing, provider payment, and monitoring of healthcare services; Objective 2: Ensure data security, confidentiality, and compliance with relevant legislation and standards; and Objective 3: Provide technical expertise and support to internal teams and stakeholders, enabling efficient operations and strategic use of health data.

University degree in information technology, management information systems (MIS), and digitalization, or other related fields;
University degree in information technology, computer science, cybersecurity or related filed;
At least 5 years’ experience in information systems development and implementation;
Experience of work with automated financial, procurement or healthcare management systems;
Strong knowledge of databases (SQL, NoSQL), information systems architecture, API integration;
Experience of work with web technologies and cloud-based solutions (SaaS, PaaS);
Experience in cybersecurity and data protection;
Skills in developing and implementing ERP systems and contract management platforms;
Experience with government information systems would be an asset;
Excellent analytical and technical skills;
Experience of work with international partners and donor organizations;
Fluency in Russian and Tajik languages. Knowledge of English would be an asset.

Consultant Engineer-1 (Consultant Engineer for DED Control and Technical Supervision of Facilities-1)

Objective – for Design and Estimate Documentation (DED) Control and Technical Supervision of Facilities-1 to support the Project Technical Support Group (TSG) in supervising and coordinating the Design and Estimate Documentation and in supervising the construction and rehabilitation works at selected PHC and SES facilities in the project districts of Khuroson, J. Balkhi, Danghara, Temurmalik, Baljuvon, Hamadoni, Muminobod, Sh. Shohin, Panj, Shahritus, Nosiri Khusrav, and the cities of Nurek, Bokhtar, and Levakant.

University technical degree (civil engineer or architect);
At least 10 years of experience as a civil engineer/architect (engineer estimator);
Good computer skills;
Ability to work well in a team;
Excellent analytical and report-writing skills;
Experience working with international organizations is an asset;
Fluency in Russian and Tajik. Knowledge of English is an advantage.

Good computer skills;
Ability to work well in a team;
Excellent analytical and report-writing skills;
Experience working with international organizations is an asset;
Fluency in Russian and Tajik. Knowledge of English is an advantage.
