The Branch of the Aga Khan Agency for Habitat in the Republic of Tajikistan is looking for highly qualified candidates for the Project Supervisor position for The ISECA (Initiative for Stabilisation Efforts in Close-border Areas (ISECA), funded by the European Commission – Foreign Policy Instrument (EU-FPI). The ISECA is an 18-month project aimed at enhancing stability and resilience in the near border areas of Kyrgyzstan and Tajikistan across the Sughd region. In Tajikistan, the project will be implemented by AKAH Tajikistan with the support of government entities such as CoESCD. The ISECA focuses on strengthening emergency response capacity and improving access to shared community assets. It seeks to improve access to multi-purpose facilities such as multi-functional play areas and spaces for social interaction, that promote social cohesion and enhance the ability of local authorities and communities to respond to natural disasters, fostering long-term cooperation between communities in these near border areas.
JOB SCOPE
The Project Supervisor is responsible for the overall direction, coordination, implementation, execution, control and completion of project activities ensuring alignment with AKAH strategy, commitments and goals.
MAIN RESPONSIBILITIES AND TASKS:
- Plan and design project activities while proactively monitoring progress, resolving issues, and initiating corrective actions.
- Define project scope, goals, and deliverables.
- Identify project tasks and allocate the necessary financial and human resources for successful completion.
- Manage the daily implementation of the project and document progress toward achieving outputs.
- Ensure quality assurance and maintain the overall integrity of the project, ensuring coherence with infrastructure planning, corporate standards, and other relevant initiatives.
- Assemble and coordinate project staff.
- Oversee the project budget and facilitate budget approvals and revisions in line with AKAH policies and procedures.
- Ensure compliance with AKAH’s finance, procurement, and human resources policies and regulations.
- Develop tools and techniques to distribute tasks efficiently among team members and evaluate their performance.
- Ensure timely and budget-compliant implementation of the project.
- Establish and maintain strong relationships with relevant stakeholders, including government officials at central, regional, district, and local levels, to ensure effective project execution.
- Work closely with the Head of KMD and Manager, HI to develop an implementation matrix that considers the specific needs of target groups.
- Conduct project evaluations and assess progress and outcomes.
- Perform regular inspections to identify areas of non-compliance with guidelines and implement corrective measures.
- Ensure timely delivery of project outputs and prepare reports on achievements and challenges.
- Submit monthly, quarterly, semi-annual, and annual reports on project activities to the Head of the Knowledge Management Department.
- Develop and enhance partnerships within AKAH and externally maximize the impact of emergency responses, disaster risk reduction, and habitat improvement. This includes establishing bilateral contracts and Memorandums of Understanding under the CEO’s guidance.
- Organize and coordinate training programs for project staff to enhance their technical expertise and professional knowledge.
- Perform other duties as assigned by the supervisor (s).
SPECIFICATIONS (MINIMUM REQUIREMENTS)
Education:
A postgraduate degree in a relevant discipline from a recognized university or institution.
Experience:
- At least three years of experience in a management position within the development sector, working with any national or international organization
- Experience with an international development organization and familiarity with reporting procedures, best practices, monitoring and evaluation guidelines, and tools.
Skills:
- Strong leadership, interpersonal, and communication skills.
- Ability to foster teamwork and create a collaborative environment within project teams.
- Proficiency in project planning, monitoring, and control techniques.
- Understanding of procurement processes, including negotiations with third parties.
- Knowledge of project management methodologies.
- Experience with budgeting and resource allocation procedures.
- Ability to work under tight deadlines with a flexible and positive attitude.
- Ability to provide constructive feedback to colleagues and management
Technical Skills
- Excellent written and verbal communication skills and relevant computer software skills.
Other Skills:
- Strong leadership and management abilities.
- Excellent reporting, interpersonal, and presentation skills.
- Professional fluency in English and Tajik (both written and verbal). Knowledge of Russian is an asset.
