Job Description: Monitoring & Evaluation Specialist
Position Title: Monitoring & Evaluation (M&E) Specialist
Location: Dushanbe, Tajikistan
Reports To: Project Manager
Job Summary:
The Monitoring & Evaluation Specialist is responsible for designing and implementing M&E systems to ensure the successful tracking of project progress, outputs, and outcomes. The specialist will work closely with project teams to collect, analyze, and report on data, ensuring project objectives are met and adjustments are made when necessary.
Key Responsibilities:
- Develop and implement the project's M&E framework, including indicators for tracking progress and measuring impact.
- Conduct baseline assessments and ensure that M&E systems are integrated across all project activities.
- Collaborate with the project teams to monitor the implementation of outreach strategies, environmental interventions, and communication campaigns.
- Analyze data from field visits, surveys, and other assessments to inform decision-making and improve project outcomes.
- Prepare monthly progress reports, quarterly financial reports, and external evaluation reports as required by donors and stakeholders.
- Provide ongoing feedback to project teams to improve the quality and effectiveness of interventions.
- Engage community members in participatory monitoring to ensure transparency and accountability in project implementation.
- Ensure M&E processes incorporate gender-sensitive approaches and address inclusivity.
Qualifications:
- Bachelor’s degree in Monitoring & Evaluation, Statistics, Development Studies, or related field.
- Minimum of 4 years of experience in M&E roles, preferably in the development or humanitarian sectors.
- Strong knowledge of data collection and analysis methods, including qualitative and quantitative techniques.
- Experience with M&E tools and software (e.g., SPSS, Stata, Excel).
- Excellent reporting and data interpretation skills.
- Strong understanding of gender equality, inclusivity, and climate change adaptation issues.
- Proficiency in English, Tajik, and Russian.
